Jones
Director of Planning
City of Portsmouth
801Crawford Street
Portsmouth, Virginia 23704

Re: YMCA of Portsmouth (Z-93-01)

Dear Will:

Please accept this letter as a revision to my February 9, 1993
letter to you. As you are aware, the YMCA intends to place additional
landscaped screening between the proposed tennis courts and the nearest
adjacent property lines to enhance visual screening and sound
attenuation. Also, the YMCA intends to use a windscreen approximately
I0~ in height rather than a partial windscreen along the tennis court
fence adjacent to the residential property tine. This windscreen will
further enhance visual screening and sound attenuation. This fact was
represented to the adjacent residential neighborhood, Planning Commission
and City Council at their February 8, 1993 Public Hearing for the
rezoning.

City Council desires the YMCA's intentions be formalized by
inclusion of the landscape screening and windscreen as an additiona!
condition for rezoning. Therefore, please accept this letter as a
modification to the proffered conditions for the rezoning. A summary of
the previous conditions proffered by letters dated November 24, 1992 and
December 18, 1992 are listed with the additional proffer no. 4 as
follows:

1. The use of the property shall oe restricted to a membership
sports and recreation club (SIC Code 7997) and related
accessory uses.

2. The use of the tennis courts will be restricted to the hours of
normal operations for the YMCA. Those hours are presently:

Monday - Thursday 6:30 a.m. to 9:30 p.m.
Friday 6:30 a.m. to 9:00 p.m.
Saturday 8:00 a.m. to 5:00 p.m.
Sunday 1:00 p.m. to 5:00 p.m.

o

Exterior lights for the tennis courts will
and location to prohibit direct lighting
adjacent property lines.

be of such design
from overlapping
