(d) LANDSCAPING GROUP 4 (Interior Parking Area Landscaping). Parking area landscaping consisting of plantings designed to provide shading and ground cover containing any variety of trees, shrubs, plants and grasses, and including at least one (1) tree per ten (10) parking spaces, said tree to be at least one and one-half (1 1/2) inches in caliper, measured at a point located six inches above existing grade, at the time of planting. All trees must be adequately dispersed throughout the parking area. Any portion of a single landscaped area exceeding three hundred fifty (350) square feet shall not be given credit toward satisfying the requirements of this Section. (e) LANDSCAPING GROUP 5 (Decorative Planting Strip). Decorative area of planting at least five (5) feet in width and containing a combination of decorative trees, shrubs and perennial flowers, plants and grasses. At least fifty percent (50%) of the planting area shall be designed to be covered by shrubs. Shrubs shall be at least twenty-four (24) inches high at time of planting. (f) LANDSCAPING GROUP 6 (Ground Cover). An area of planting designed primarily for ground cover. At least twenty-five percent (25%) of the landscaped area shall be covered with any combination of trees,- shrubs, or perennial flowers. The remainder of the landscaped area shall be covered by ornamental grasses, decorative mutcht or a combination thereof. 2. That Section 40-22 of the Code of the City of Portsmouth, Virginia, 1988, be amended by amending the definition of "Street, public~" contained therein, to read as follows: Section 40-22. Specific definitions. STREET, PUBLIC. An existing street or a platted street, of any width, dedicated and accepted for the use of the general public~ graded and paved or to be graded and paved in order that every person has the right to pass and use it at all times, for all normal purposes of travel, transpcrtation or parking to which it is adapted and devoted. 3. That Section 40-44.1(c) of the Code of the City of Portsmouth, Virginia, 1988, be amended by adding thereto a new subsection (iii) to read as follows:
