One in every eight accessible parking spaces but not less than one parking space must be at least, eight (8) feet in width, have an eight (8) foot wide pedestrian access aisle and have a vertical clearance of ninety-eight (98) inches. Additional parking spaces for persons with disabilities must have pedestrian access aisles at least five (5) feet in width. Parking spaces for persons with disabilities must be located nearest or most convenient to the main entrance for wheelchair access. These parking spaces must be labeled in accordance with standards of the Americans with Disabilities Act and any ~evisions approved by the Federal Highway Administration. Section 40-71.2. Parking lot screening and landscaping requirements. In all zoning districts where four (4) or more off-street parking spaces are permitted or required, the following parking facility requirements shall be observed: (a) Any off-street parking area adjoining a parcel used for residential purposes or vacant property zoned RS, RT, ~, Downtown Residential or Historic Residential shall be screened from view from the adjacent residential parcels with a landscaped buffer in accordance with Landscaping Group t. When a use permit is required for the parking area, City Council may approve a modification of this requirement. (d) In the Historic or Downtown D-1 zoning districts, the owner, tenant, or agent of an off-street parking area which accommodates more than four (4) automobiles or vehicles shall be required to provide a minimum total landscaped area equal to not less than ten (10) percent of the total area of all parking spaces and drives in the parking area, said landscaping to be in accordance with Landscaping Group 4. Section 40-73. Landscaping groups. Where landscaping according to the specifications of a Landscaping Group is required by this Chapter or is included as a condition of any permit or approval granted under this Chapter, the design and planting of any landscaping shall meet the standards of the designated Landscaping Group. The City of Portsmouth's Landscaping Planting and Protection Manual includes suggested planting patterns and species that will achieve the standards of these Landscaping Groups.
