AN ORDINANCE TO AMEND CHAPTER 24 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTIONS 24~70(a), <br />24-75(c), 24-276, and 24-317 (b) AND (c), BY ENACTING <br />SECTION 24-249, AND BY REPEALING SECTIONS 24-10 and 24-11 <br />THEREOF, PErtAINING TO MISCELLANEOUS CRIMINAL OFFENSES. <br /> <br /> BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That Sections 24-70 (a), 24-75(c), 24-276, and <br />24-317 (b) and (c) of the Code of the City of Portsmouth, <br />Virginia, 1988, be amended and reordained to read as <br />follows: <br /> <br />Section 24-70. <br /> <br />Discharging firearm across or within <br />streets. <br /> <br /> (a) If any person discharges a firearm <br />any road, or within the right-of-way thereof, <br />street, he shall, for each offense, be guilty <br />misdemeanor. <br /> <br />in or across <br />or in any <br />of a Class 4 <br /> <br />Section 24-75. Carrying concealed weapon - Permit. <br /> <br /> (c) No fee shall be charged for the issuance of a <br />permit under this section to a person who has retired from <br />service as a magistrate in the Commonwealth of Virginia or <br />as a law-enforcement officer with the department of state <br />police or with a sheriff or police department, bureau or <br />force of any political subdivision of the commonwealth, <br />after completing twenty (20) years' service or after <br />reaching age fifty-five (55), nor to any person who has <br />retired after completing twenty (20) years' service or <br />after reaching age fifty-five (55) from service as a law <br />enforcement officer with the United States Federal Bureau <br />of Investigation, Bureau of Alcohol, Tobacco and Firearms, <br />Secret Service Agency, Drug Enforcement Agency or Naval <br />Investigative Service. <br /> <br />Section 24-276. Obstructing justice by threats or force. <br /> <br /> (a) If any person without just cause knowingly <br />obstructs a judge, magistrate, justice, juror, witness <br />attorney for the Commonwealth or any law enforcement <br />officer in the performance of his duties as such or fails <br />or refuses without just cause to cease such obstruction <br />when requested to do so by such judge, magistrate, justice, <br />juror, witness, attorney for the Com~.onwealth or law <br />enforcement officer, he shall be guilty of a Class 3 <br />misdemeanor. <br /> <br /> <br />
