(3) The director shall estimate the charge and the applicant will deposit such amount before the work is done. An accounting shall be made of the cost of such installation. If the deposit is less than such charge, the applicant shall pay the difference within ten (10) days, and if the deposit is more than such charge the difference shall be refunded promptly. 2. That Section 38-48(b) of the Code of the City of Portsmouth, Virginia (1988), be amended and reordained to read as follows: Section 38-48. Application for water service; fee for establishing or transferring account. (b) When a person applies for initial water service, there shall be a fee of twelve_dollars ($12.00) charged for establishing a new account and turning on water at the new residence. When an existing customer moves from one (1) residence to another, there shall be a fee of five dollars ($5.00) for transferring the account and turning on the water at the new residence. 3. That Section 38-83 of Portsmouth, Virginia (1988), be as follows: the Code of the City of amended and reordained to read Section 38-83. Meter rates for water supplied. (a) For all water which passes through meters, consumers within the corporate limits of the City shall pay one dollar and ninety-five cents ($1.95) per one thousand (1,000) gallons or one dollar and forty-five and eighty-eight hundredths cents per one hundred (100) cubic feet of water supplied. (b) For all water which passes through meters, the customers of the City of Chesapeake who are served by Portsmouth and whose rates are not set by contract shall pay two dollars and ninety-two and five hundredths cents ($2.925) per one thousand (1,000) gallons or two dollars and eighteen and eighty-two hundredths cents ($2.1882) per one hundred (100) cubic feet of water supplied.
