AN ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />poRTsMOUTH, VIRGINIA (1988), BY AMENDING SECTIONS 2-712 AND <br />2-717 THEREOF, PERTAINING TO THE APPOINTMENT OF DIRECTORS TO <br />THE COMMUNITY SERVICES BOARD. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 2-712 <br />Portsmouth, Virginia (1988), <br />as follows: <br /> <br />of the Code of the City of <br />be amended and reordained to read <br /> <br />Sec. 2-712. Composition; appointment of a board of directors. <br /> <br /> The Community Services Board shall ha~e a board of <br />directors consisting of not less than five (5) nor more than <br />fifteen (15) members appointed by the City Council. <br />Appointments to the Community Services Board shall be broadly <br />representative of the community, to include consumers and <br />family members of consumers when practical. <br /> <br /> 2. That Section 2-717 of the Code of the City of <br />Portsmouth, Virginia (1988), be amended by adding thereto the <br />definitions of "Consumer" and "Family member", to be read and <br />ordained as follows: <br /> <br />Sec. 2-717. Definitions. <br /> <br /> As used in this article, "consumer" means a current or <br />former direct recipient of public or private mental health, <br />mental retardation or substance abuse treatment or <br />rehabilitation services. <br /> <br /> As used in this article, "family member" means an <br />immediate family member of a consumer or the principal <br />caregiver of a consumer. A principal caregiver is a person who <br />acts in the place of an immediate family member, including <br />other relatives and foster care providers, but does not have <br />proprietary interest in the care of the consumer. <br /> <br /> 3. That this ordinance shall take effect on the date of <br />its adoption. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held on July 26, 1994. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
