shall also provide the owner with a uniformly designed tag <br />which identifies the animal as a dangerous dog. The owner <br />shall affix the tag to the animal's collar and ensure that the <br />animal wears the collar and tag at all times2 All <br />certificates obtained pursuant to this subdivision shall be <br />renewed annually for the same fee and in the same manner as the <br />initial certificate was obtained. <br /> <br /> 4. That Section 4-96 of the Code of the City of <br />Portsmouth, Virginia (1988), be amended and reordained by <br />adding thereto paragraph (c), to read as follows: <br /> <br />Sec. 4-96. Vaccination of dogs and cats. <br /> <br /> (c) The owner of the dog or custodian of the dog or cat <br />shall furnish within a reasonable period of time, upon the <br />request of an animal warden, humane investigator, <br />law-enforcement officer, or official of the department of <br />health, the certificate of vaccination for such dog or cat. <br /> <br /> 5.
