~m, 1996-5~ <br /> <br />AN OPuDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, BY ADDING SECTIONS 2-741 THROUGH 2-744, <br />PERTAINING TO AN ETHICS COMMISSION. <br /> <br /> BE IT ORDAINED by the Council of the City of Rortsmouth, <br />Virginia: <br /> <br /> 1. That Article XXIV of Chapter 2 of the Code of the City <br />of Portsmouth, Virginia (t988) be amended and reordained by <br />adding thereto Sections 2-741 through 2-744, both inclusive, <br />read as follows: <br /> <br />CHAPTER 2 <br /> <br />ARTICLE XXIV. Commmssion on Ethical Practices on Freedom of <br />Information, Conflict Df Interest and Human Richts Laws. <br /> <br />Sec. 2-741. Policy; Establishment of Commission. <br /> <br /> It is the policy of the City of Portsmouth Eo establish <br />and no maintain for all of its employees and officials, whether <br />elected or appointed, the highest standards of ethics and <br />observation of human rights for its citizens. Public <br />confidence zn its government demands That the City Council, all <br />City employees and members of City Boards, Commissions, and <br />Committees maintain the utmost standards of public mntegrity, <br />truthfulness, honesty and fairness in their public duties, <br />avoid improFrietmes and the appearance of zmproprmeties mn the <br />public actions, and recognize that the public interest must be <br />the primary concern. <br /> <br /> In order co promote and ensure adherence mo this policy <br />and mo provide instruction for these individuals in p~sitions <br />of public trust, there is hereby created a Commission to be <br />known as the City of Portsmouth Commission on Ethical Practices <br />on Freedom of Informamion, Conflict of Interest amd Human <br />Rights Laws, Eo be constituted and to have such powers and <br />duties as are set forth in this armicle. <br /> <br />Sec. 2-742. Membership of Commission; Terms; Oath of Office. <br /> <br /> The Commission shall consmst of seven Commissioners who <br />shall be citizens of the City of Portsmouth, none of whbm shall <br />be presently serving as an employee, elected, or appointed <br />official of the City. <br /> <br /> Members of the Commmssion shall be appointed by City <br />Council au the first regularly scheduled meeting of City <br /> <br /> <br />
