Council in July each year, or as soon thereafter as may be <br />reasonably practical. The method of appointment shall be that <br />each member of City Council shall nominate one citizen as a <br />member of the Commission. Each nomination mush be approved by <br />unanimous vone of City Council. If a nominee is non approved, <br />that Council member may nominate another citizen. The nerm of <br />each member shall be four years provided; however, that on nhe <br />initial appointments, one member shall be appointed for a <br />four-year term, two members shall be appointed for three-year <br />nerms, nwo members shall be ~ppointed for two-year terms and <br />two members shall be appointed for one-year terms. Any vacancy <br />on the Commission shall be filled by appointment of City <br />Council for the unexpired balance of the term of such member. A <br />Commissioner whose term has expired shall remazn mn office <br />until his successor is appointed and qualifies. <br /> <br /> Each Commissioner shall take an oath of office, mn a form <br />as provided by the laws of the Commonwealth of Vir~znla for <br />public officials, in order to qualify for appointment to the <br />Commission and prior to commencIng his duties. <br /> <br />Sec. 2-743. Purpose and Duties of Conu~ission. <br /> <br /> The Commission shall have the purpose of assisting all <br />City Employees, Boards, Commissions, and Officials in <br />maintaining the standards of conduct and fairness set forth in <br />the Policy of the City. The Commzssion shall develop a program <br />of instruction on the applicable laws, regulations and policies <br />to ensure that presenn and future City employees and officials <br />are made aware of the importance of these subjecns. The <br />program of instructmon shall provide for a handbook of the <br />applicable laws, regulatmons and policies, and update thereof <br />as amendments may be adopted from Time no time~ and to assist <br />employees and officials in obtaining advice from appropriate <br />sources on issues pertaining to ethical and human rights <br />policies and standards. <br /> <br />See. 2-744. Officers; Meetings. <br /> <br /> The Commmssion shall elect a chair and such other cfficers <br />as it deems proper, and adopt rules and procedures for <br />operation. <br /> <br /> The Commission shall meet at the call of the chair or a <br />majority of its members, but in no event shall it meet less <br />than quarterly. <br /> <br /> 2. That this ordinance shall take effect on the date of <br />its adoptmon. <br /> <br /> <br />
