AN ORDINANCE TO APPROPRIATE $241,020.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FORT HE SURCHARGE ANDFILL INSTALLATION FOR <br />THE NEW I.C. NORCOM HIGH SCHOOL CONSTRUCTION PROJECT. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia, that the sum of Two Hundred Forty-One Thousand Twenty <br />Dollars and 00/100 ($241,020.00) be, and the same hereby is <br />appropriated from the Capital Improvements Fund for the <br />surcharge and fill installation for the new I.C.
