(e) The chief of police or his designee shall cause <br />complaints, summons or warrants to be issued for delinquent <br />parking citations. However, before any summons or warrant <br />shall issue for the prosecution of a violation of an ordinance <br />regulating parking, the violator shall have been first notified <br />by mail at his/her last known address or at the address shown <br />for such violator on the records of the division of motor <br />vehicles, that he/she may pay the penalty, provided by law for <br />the violation, within fourteen (14) days of receipt of said <br />notice, and the authorized person issuing the summons or <br />warrant shall be notified that the violator has failed to pay <br />the penalty within said time. Notice to the violator, required <br />by the provisions of this section, shall be contained in an <br />envelope bearing the words "Law-Enforcement Notice" stamped or <br />printed on the face thereof in type at least one-half inch in <br />height. <br /> <br /> 9. That Section 22-643 of the Code of the City of <br />Portsmouth, Virginia (1988), be amended and reordained to read <br />as follows: <br /> <br />Sec. 22-643. Hours, days provisions apply. <br /> <br /> The provisions of this division shall apply to parking <br />only between the hours of 9:00 a.m. and 6:00 p.m. and on days <br />than Saturdays and Sundays and legal holidays as now declared <br />and observed, or as may be declared and observed in the future <br />as legal holidays, by the Council of the City of Portsmouth, <br />Virginia, Commonwealth of Virginia, or the government of the <br />United States. <br /> <br /> 10. That Section 22-644 of the Code of the City of <br />Portsmouth, Virginia (i988), be amended and reordained to <br />as follows: <br /> <br />read <br /> <br />Sec. 22-644. General penalty for violations. <br /> Except as otherwise provided, any person who shall violate <br />or permit, suffer or allow anyone to violate any of the <br />provisions of this division shall be punished, on conviction, <br />by a fine of not less than ten dollars ($10.00) or more than <br />one hundred dollars ($100.00). <br /> <br /> 11. That Section 22-664 (b) (2) and (c) of the Code of the <br />City of Portsmouth, Virginia (1988), be amended and reordained <br />to read as follows: <br /> <br />Sec. 22-664. Violation of regulations of parking <br /> authority and city. <br /> <br /> <br />
