(b) It shall be the dutY of the police officers of the <br />City, or uniformed employees of the police department whose <br />duties include parking enforcement, acting in accordance with <br />instructions issued by the chief Of police, or his designee, <br />to report with regard to any violations of Subsection (a): <br /> <br />(1) .... <br /> <br /> (2) The state license number and/or any other identifying <br />information of each vehicle occupying a reserved space in <br />violation of subsection (a); <br /> <br />(3) - (4) .... <br /> <br /> (c) Each police officer or uniformed employees of the <br />police department whose normal duties include parking <br />enforcement, shall attach to the vehicle a notice to the owner <br />thereof that the vehicle has been parked in violation of a <br />provision of such regulation, and instructing the owner to <br />report to the City Treasurer or the Police Records Office of <br />the Portsmouth Police Department, in regard to such violation, <br />and to pay the penalty or state objection to and intent to <br />contest the notice of violationl Each owner may within <br />fourteen (14) days of the time when said notice was attached to <br />the vehicle, pay a penalty in the sum of ten ($10.00) dollars <br />for violation of any of the provisions of such regulation. <br />If the owner of the vehicle fails to make said payment within <br />fourteen (14) days of the time when the notice was attached to <br />the vehicle, or state objection to and intent to contest the <br />notice of violation, then an additional notice shall be given <br />the owner, and an additional penalty of ten dollars ($10.00) <br />shall be charged for the additional notice. Failure of such <br />owner to pay the penalty for the violation and the ten ($10.00) <br />for the additional notice within fourteen (14) days from the <br />date of such notice, shall render the owner subject to the <br />penalty provided in Section 22~666. <br /> <br /> 12. That Section 22-666 of the Code of the City of <br />Portsmouth, Virginia (1988), be amended and reordained to read <br />as follows: <br /> <br />Sec. 22-666. Penalty. <br /> <br /> Except as otherwise provided, any person who shall violate <br />or permit, suffer or allow anyone to violate any of the <br />provisions of this division shall be punished, on conviction, <br />by a fine of not less than twenty-five dollars ($25.00) and not <br />more than one hundred dollars ($100.00). <br /> <br /> <br />
