additional penalty of ten dollars ($10.00) shall be charged for <br />the additional notice. All monies due shall be paid to the <br />City Treasurer or the Police Records Office of the Portsmouth <br />Police Department, who shall be accountable therefor. <br /> <br /> (c) Failure of the owner to pay the penalty for the <br />violation and the ten dollars ($10.00) for the additional <br />notice within fourteen (14) days from the date of such notice <br />shall render the owner subject to the fine provided in section <br />22-616. <br /> <br /> (e) The chief of police or his designee shall cause <br />complaints, summons or warrants to be issued for delinquent <br />parking citations. However, before any summons or warrant <br />shall issue for the prosecution of a violation of an ordinance <br />regulating parking, the violator shall have been first notified <br />by mail at his last known address or at the address shown for <br />the violator on the records of the division of motor vehicles, <br />that he/she may pay the penalty, provided by law for the <br />violation, within fourteen (14) days of receipt of said notice, <br />and the authorized person issuing the summons or warrant shall <br />be notified that the violator has failed to pay the penalty <br />within said time~ The notice to the violator, required by the <br />provisions of this section, shall be contained in an envelope <br />bearing the words "Law-Enforcement Notice" stamped or printed <br />on the face thereof in type at least one-half inch in height. <br /> <br /> 6. That Section 22-613 of the Code of the City of <br />Portsmouth, Virginia (1988), be amended and reordained to read <br />as follows: <br /> <br />Sec. 22-613. ~ours, days provisions apply. <br /> <br /> The provisions of this division shall apply to parking <br />only between the hours of 9:00 a.m. and 6:00 p.m. and on days <br />other than Saturdays and Sundays; legal holidays as now <br />declared and observed; legal holidays as may be declared and <br />observed in the future as legal holidays by the city council, <br />the Commonwealth of Virginia) or the government of the United <br />States; and to parking on special-event days and/or for limited <br />periods of time between the hours of 9:00 a.m. and 6:00 p.m. as <br />designated by the city manager in parking meter zones or <br />portions thereof as identified by the city manager. <br /> <br /> 7. That Section 22-616 of the Code of the City of <br />Portsmouth, Virginia (1988), be amended and reordained to read <br />as follows: <br /> <br /> <br />
