parking citations. However, before any summons shall issue for <br />the prosecution of a violation of an ordinance regulating <br />parking, the violator shall have been first notified by mail at <br />his last known address or at the address shown for the violator <br />on the records of the state department of motor vehicles, that <br />he may pay the penalty, provided by law for such violation, <br />within fourteen (14) days of receipt of said notice, and the <br />authorized person issuing the complaint, summons or warrant <br />shall be notified that the violator has failed to pay the <br />penalty within said time. Notice to the violator, required by <br />the provisions of this section, shall be contained in an <br />envelope bearing the words "Law-Enforcement Notice" stamped or <br />printed on the face thereof in type at least one-half inch in <br />height. <br /> <br /> 5. That Section 22-611 (a) (2), (b), (c) and (e) of the <br />Code of the City of Portsmouth, Virginia (1988), be amended and <br />reordained to read as follows: <br /> <br />Sec. 22-611. Procedure in case of violation. <br /> <br /> (a) It shall be the duty of the police officers of the <br />City, or uniformed employees of the police department whose <br />normal duties include parking enforcement, acting in accordance <br />with instructions issued by the chief of police, to report: <br /> <br />(1) .... <br /> <br /> (2) The state license number and/or any other identifying <br />information of such vehicle. <br /> <br />(3) - (4) .... <br /> <br /> (b) Each police officer, or uniformed employees of the <br />police department whose normal duties include parking <br />enforcement, shall attach to the vehicle a notice to the owner <br />thereof, that the vehicle has been parked in violation of a <br />provision of this division and instructing the owner to report <br />to the City Treasurer or the Police Records Office of the <br />Portsmouth Police Department in regard to such violation, and <br />to pay the penalty or state objection to and intent to contest <br />the notice of violation. Each owner may, within fourteen (14) <br />days of the time when said notice was attached to the vehicle, <br />pay a penalty in the sum of ten dollars ($10.00) for violation <br />of any of the provisions of this division. If the owner of the <br />vehicle fails to make the payment within fourteen (14) days of <br />the time when said notice was attached to the vehicle or state <br />objection to and intent to contest the notice of violation, <br />then an additional notice shall be given the owngr, and an <br /> <br /> <br />
