or to attach to the vehicle found so parked~ a parking ticket <br />which states that such vehicle has been illegally parked in <br />violation of this section and instructing the operator to <br />report to the City Treasurer or the Police Records Office of <br />the Portsmouth Police Department within fourteen (14) days, to <br />pay the sum of fifty dollars ($50.00) due to his/her vehicle <br />being illegally parked in violation of this section. Upon <br />failure of the violator to pay the penalty for the violation <br />noted herein, a summons or warrant for the prosecution of the <br />violation shall be issued according to law, without necessity <br />of a warrant being obtained by the owner of the private parking <br />area. Any person convicted of a violation of this section <br />shall be punished by a fine not to exceed one hundred dollars <br /> ($1oo.oo). <br /> <br /> 4. Procedure and penalties for parking <br /> violations. <br /> <br /> (a) Except where otherwise provided, it shall be the duty <br />of each police officer of the City, or other uniformed <br />employees of the police department whose normal duties include <br />parking enforcement, to give to the person operating a motor <br />vehicle illegally parked, a notice, or to attach to the vehicle <br />found so parked, a notice to the owner that the vehicle has <br />been illegally parked and instructing him/her to report to the <br />City Treasurer or the Police Records Office of the Portsmouth <br />Police Department to pay the penalty or state objection to and <br />intent to contest the notice of violation. If the owner of the <br />vehicle fails to make said payment within fourteen (14) days of <br />the time the notice was attached to the vehicle, or state <br />objection to and intent to contest the notice of violation <br />he/she shall again be notified and an additional penalty of ten <br />dollars ($10.00) shall be charged for the additional notice. <br />All monies due shall be paid to the City Treasurer or the <br />Police Records Office of the police department who shall be <br />accountable therefor. Failure of the owner of the vehicle to <br />pay the penalty for said violation and the ten dollars ($10.00) <br />for the additional notice within twenty-eight (28) days from <br />the date of violation, shall constitute a violation of this <br />ordinance. Any person convicted of a violation of this <br />ordinance shall be punished by a fine not to exceed one hundred <br />dollars ($100.00) . <br /> <br /> (c) The chief of police, or his designee, shall cause <br />complaints, summons or warrants to be issued for delinquent <br /> <br /> <br />
