AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, BY ADDING SECTION 22-582.1 THERETO, AND REPEALING SECTION <br />22-578 THEREOF PERTAINING TO MOTOR VEHICLES AND TRAFFIC. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That Section 22-582.1 of the Code of the City of Portsmouth, <br />Virginia, be added to read as follows: <br /> <br />Sec. 22-582.1. Appointees to enforce parking regulations. <br /> <br /> The city manager, or his designee, the chief of police, is hereby <br />authorized to appoint uniformed personnel serving under an agreement <br />with the city, in addition to regular and auxiliary police officers, to <br />enforce the provisions of sections 22-562(a), 22-565 through 22-573, <br />22-576, 22-577, 22-580 through 22-583, 22-605 through 22-608, 22-611, <br />22-613 through 22-616, 22-634, 22-636 through 22-639, 22-642 through <br />22-644, and 22-664 of the City Code governing parking regulations, <br />without the necessity of a warrant being obtained by the owner of a <br />private parking area. Such personnel shall wear a uniform as <br />prescribed by the city manager, or his designee, the chief of police. <br />Such personnel, who are not sworn law enforcement officers, shall not <br />have general police powers, and shall not have arrest powers, and, they <br />shall only be authorized to issue parking violation summons to persons <br />found in violation of the sections set out herein. <br /> <br /> 2. That section 22-578 shall be repealed. <br /> <br /> 3.
