for any person to operate or cause to be operated within the city any such bus unless such <br />conditions, regulations and restrictions are complied with by the owner, operator and driver of <br />such bus. <br /> <br />Sec. 37-218. Violations of article. <br /> <br /> Any person who shall violate any of the provisions of this article shall be guilty of a Class <br />1 misdemeanor. <br /> <br />Sec. 37-219. Certificate required. <br /> <br /> It shall be unlawful for any person to operate an employee hauler bus within the city <br />without having obtained a certificate of public convenience and necessity from the chief of <br />police. The provisions of division 2 of article II of this chapter pertaining to certificates of public <br />convenience and necessity for taxicabs shall apply to employee haulers, except where in conflict <br />with provisions of this article. <br /> <br />Sec. 37-220. Expiration, renewal of certificate. <br /> <br /> Certificates of public convenience and necessity except temporary certificates issued <br />under this article shall expire on December thirty-first following the date of issuance and all <br />certificates shall be renewed annually thereafter. <br /> <br />Sec. 37-221. Sale or transfer of certificate. <br /> <br /> Certificates of public convenience and necessity issued under this article shall be sold or <br />transferred only with the consent and approval of the chief of police. The person making the sale <br />or transfer shall state under oath, if the city manager requires it, the selling price of the certificate <br />of public convenience and necessity and the bus operated thereunder. If the chief of police shall <br />find that the proposed sale or transfer is other than bona fide, he shall refuse his consent to such <br />sale or transfer. <br /> <br />Sec. 37-222. Revocation of certificate. <br /> <br /> Certificates of public convenience and necessity issued under this article may be revoked <br />at any time for good cause shown or by repeal of this division. <br /> <br />Sec. 37-223. Liability insurance. <br /> <br /> No employee hauler bus shall be operated on the streets of the city unless the owner and <br />driver are protected by liability insurance issued by a company authorized to do business in this <br />state in such amounts as are required by the state corporation commission and the Virginia Motor <br />Vehicle Safety Responsibility Act. <br /> <br /> 21 <br /> <br /> <br />
