purposes of this section, the term "drive" shall not be limited to such time as the vehicle is in <br />motion or such time as it is engaged by a customer, but shall include the entire time that such <br />vehicle is checked out to such driver. <br /> <br />Sec. 37-43. Color scheme of vehicles. <br /> <br /> No vehicle shall be operated as a taxicab with the same color scheme as the taxicabs of <br />another holder of a certificate of public convenience and necessity issued under this chapter. All <br />such color schemes shall be approved in advance of operation by the chief of police· <br /> <br />Sec. 37-44. Maintenance and inspections of public vehicles. <br /> <br /> (a) Every vehicle for hire operated in the city shall be kept in good, clean, neat and safe <br />condition and appearance. It shall be the duty of the chief of police to make inspections of <br />vehicles for hire operated in the city and to maintain records of any findings. <br /> <br /> (b) Vehicles acquired for use as taxicabs and other public vehicles shall be inspected <br />annually by the city, if they are no more than seven (7) years old, nor have more than 100,000 <br />actual vehicle miles. Taxicabs and other public vehicles shall be inspected every six (6) months if <br />they are more than seven (7) years old or have more than 100,000 actual vehicle miles. Each <br />vehicle shall be inspected to ensure that it has current state inspection, city, and State <br />Corporation Commission decals. With respect to taxicabs, the vehicle shall also be inspected to <br />ensure that there is a working certified taximeter, that rates are conspicuously posted, and that the <br />exterior dome and meter flag lights are operational. No taxicab or other public vehicle shall be <br />placed into service or allowed to remain in service until any defect or violation has been <br />corrected. Upon correction of any defect or violation, the vehicle shall be reinspected by the city <br />prior to placing the vehicle into service. <br /> <br /> (c) All taxicabs and other public vehicles shall have interiors of either vinyl or leather in <br />passenger seating areas, excluding the driver's seat only in instances of bucket seats <br /> <br /> (d) All interior or exterior body damage in excess of $300.00 or any window damage <br />shall be reported to the chief of police within forty-eight (48) hours of the occurrence. No public <br />vehicle shall be placed into service or allowed to remain in service, if it has body or window <br />damage which creates a safety hazard or which detracts from its appearance. Determination of <br />what damage constitutes a safety hazard or detracts from the appearance of a vehicle shall be <br />made by the chief of police. <br /> <br />Sec. 37-45. Central dispatch records. <br /> <br /> Every owner of a certificate of public convenience and necessity shall keep and maintain, <br />at the place of his or her central dispatch location, a permanent dispatcher's log, written legibly in <br />ink, and in a form approved by the chief of police, showing for each day the number of vehicles <br /> 7 <br /> <br /> <br />
