Sec. 37-25. Duty of owner to pay license tax and other fees and charges. <br /> <br /> The owner of a public vehicle shall pay the license tax prescribed by chapter 20 of this <br />Code and other fees or charges imposed by the city and all fees and license taxes imposed upon <br />such owner by state law. <br /> <br />Sec. 37-26. Sale or transfer of license. <br /> <br /> Licenses issued under chapter 20 of this Code for operating public vehicles within the <br />city shall be sold or transferred only with the consent and approval of the chief of police. The <br />person making such sale or transfer shall state under oath, if the chief of police requires it, the <br />selling price of the license, the certificate of public convenience and necessity issued under this <br />article and the public vehicle. If the chief of police finds that the proposed sale or transfer is other <br />than bona fide, he or she shall refuse his consent to such sale or transfer. <br /> <br />Sec. 37-27. Interfering with operation. <br /> <br /> The operation of taxicabs and the furnishing of transportation thereby shall not be <br />interfered with, hindered, or retarded. Improper, misleading or unauthorized calls, shall be prima <br />facie evidence of the intention to interfere with, hinder, or retard the proper operation of taxicabs <br />and the furnishing of transportation by taxicabs. <br /> <br />Sec. 37-28. Liability insurance. <br /> <br /> No public vehicle shall be operated on the streets of the city unless the owner and driver <br />are protected at all times by liability insurance issued by a company authorized to do business in <br />the state in such amounts as are required by the state corporation commission and the Virginia <br />Motor Vehicle Safety Responsibility Act. Both the owner and the driver shall furnish proof <br />deemed sufficient to the chief of police prior to the issuance of any license, charter, certificate or <br />permit required by the city code and at such times and places as the chief of police may require <br />and on an annual basis at the time of the renewal of such insurance. <br /> <br />Sec. 37-29. General vehicle requirements. <br /> <br /> Public vehicles shall be of the enclosed or sedan type or station wagon with at least four <br />(4) doors and not less than five-passenger capacity. <br /> <br /> Every public vehicle operated within the city shall meet all requirements of state law and <br />this Code and other ordinances of the city as to equipment and inspection. It shall he the duty of <br />the chief of police to make random inspections of public vehicles for compliance with this <br />subsection and report his or her findings to the city manager. <br /> <br /> <br />
