Owner. The word "owner" shall include the purchaser of any vehicle under a reserved title <br />contract. <br /> <br />Public vehicle. The words "public vehicle" shall mean any public motor-driven vehicle, <br />including a taxicab, regulated by this chapter and used for the transportation of passengers for <br />compensation. For the purposes of this chapter, an employee hauler, as defined in section 37-216, <br />is not a public vehicle. <br /> <br />Taxicab. The word "taxicab" shall mean a public motor-driven vehicle used for the transportation <br />of passengers for compensation, equipped with a taximeter. <br /> <br />Taximeter. The word "taximeter" shall mean and include any mechanical instrument or device by <br />which the charge for hire of a taxicab is mechanically calculated and on which such charge is <br />plainly indicated and displayed by figures visible to passengers. <br /> <br />Sec. 37-22. Compliance with article. <br /> <br /> The operation of public vehicles upon the streets of the city shall be subject to the <br />conditions, regulations and restrictions set forth in this article. It shall be unlawful to operate, or <br />cause to be operated within the city any public vehicle unless such conditions, regulations and <br />restrictions are complied with by owners, operators and drivers. Nothing contained herein shall <br />prohibit a public vehicle duly licensed in another city or county from delivering a passenger <br />picked up outside the limits of the city to some location in this city. Additionally, nothing <br />contained herein shall prohibit such public vehicle licensed in another city or county after <br />delivering a passenger to some location in this city, from picking up a passenger in the city and <br />delivering such passenger to the city or county wherein such public vehicle is duly licensed; <br />provided, however, that the city wherein such public vehicle is duly licensed allows public <br />vehicles duly licensed in the city equal or greater rights and privileges to operate within its <br />boundaries as are contained in this section in regard to public vehicles duly licensed in other <br />jurisdictions. <br /> <br />Sec. 37-23. Violations of article. <br /> <br /> Unless otherwise specifically provided, a violation of any provision of this article shall <br />constitute a Class 3 misdemeanor. <br /> <br />Sec. 37-24. Rules and regulations of city manager. <br /> <br /> The city manager is authorized and directed to make and enforce such rules and <br />regulations not in conflict with the provisions of this article as he may deem proper ro regulate <br />the licensing and the operation of public vehicles in this city. Notice of rules and regulations so <br />adopted shall be promulgated in writing to the owners of public vehicles. <br /> <br /> <br />
