The board shall adopt such rules, regulations, and bylaws as it shall deem <br />necessary for the proper and efficient conduct of its business. <br /> <br />Sec. 2-726. Removal of members of the board. <br /> <br /> The city council may remove any member of the board at any time if it finds that <br />the best interest of the board would be served by such action. <br /> <br />Sec, 2-727. Powers and duties. <br /> <br /> The board shall have the following powers and duties: <br /> <br /> (1) Advise the city council regarding roles, policies, and regulations for the rendition <br /> or operation of services and facilities by the department. <br /> (2) Review and evaluate the operations of the department and advise the city council <br /> of its findings. <br /> (3) Review the services developed by the department and advise city council of its <br /> findings. <br /> (4) Review and comment on the annual performance contract, quarterly and annual <br /> performance reports, and comprehensive state plan proposals developed by the <br /> department. The board's comments shall be attached to the performance contract, <br /> the performance reports, and the comprehensive state plan proposals prior to their <br /> submission to city council. <br /> (5) Advise the city council as necessary and appropriate actions to maximize the <br /> involvement of consumers and family members of consumers in policy <br /> formulation and services evaluation. <br /> (6) Advise the city manager in the selection and the annual performance evaluation of <br /> the director. <br /> (7) Carry out such other duties and responsibilities as assigned by city council. <br /> <br /> 2.
