AN ORDINANCE TO APPROPRIATE $194,820 OF HOME PROGRAM <br />INCOME FOR HOME PROGRAM ELIGIBLE ACTIVITIES. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That the sum of $194,820 be, and the same hereby is, appropriated from <br />HOME Program income for HOME Program eligible activities for those at risk of <br />becoming homeless in the City. <br /> <br /> 2.
