Sec. 2-816. General powers and duties. <br /> <br />(a) The history commission shall be the official consultant and advisor to the <br />city government and city council on all matters pertaining to the city's history. <br /> <br />The commission shall: <br />(1) Act as an advisor to the City Council and the Department of <br />Marketing, Museums, and Tourism on matters related to the city's history <br />and heritage. <br />(2) Assist and cooperate with public and private groups and agencies <br />in developing, establishing, maintaining, preserving and publicizing places <br />of historical significance. <br />(3) Assist and cooperate with the school board of the city in improving <br />the opportunities of students ia the city public schools to engage in the <br />study of Portsmouth's history and to develop an appreciation of the city's <br />contributions to the Commonwealth of the Virginia and to the nation. <br />(4) Accept grants, gifts and appropriations from whatsoever source <br />and expend funds to increase knowledge concerning the city's history. <br /> <br />Sec. 2-817. Adoption of bylaws, rules and regulations. <br /> <br /> The conumssion shall make and adopt such bylaws, rules and regulations for its <br />guidance as may be deemed necessary and expedient. <br /> <br />Sec. 2-818. Meetings. <br /> <br /> The commission shall hold regular monthly meetings on a date to be fixed by the <br />commission and such special meetings as it deems necessary. <br /> <br />Sec. 2-819. Acceptance and disposition of historic objects; acceptance, expenditure <br />of monetary gifts. <br /> <br /> (a) The commission shall have the power to accept donations of historic <br />objects. Such donations may be conditional or unconditional. A record of each donation <br />shall be made at the time of the acceptance thereof and a notation of the conditions, if <br />any, shall be entered thereon. Conditional historic objects shall be handled in accordance <br />with the terms of such donation. Unconditional gifts may be traded, sold or transferred <br />upon concurrence of the majority of the membership of the commission. <br /> <br /> (b) The commission shall have the power to accept, administer and expend for <br />grants or operating and capital expenses, funds received as gifts or from whatsoever <br />sources provided, however, that funds received as gifts in trust shall be handled in <br />accordance with the terms of such trust.
