AN ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY ENACTING A NEW ARTICLE XXVIII THERETO TO ESTABLISH A HISTORY COMMISSION. BE IT ORDAINED by the Council of the City of Portsmouth, Virgima: I. That Chapter 2 of the Code of the City of Portsmouth, Virginia (1988) be amended by enacting a new Article XXVIII establishing a History Commission to read as follows: ARTICLE XXVIII. HISTORY COMMISSION Sec. 2-810. Established. There is hereby established a commission to be known as the History Commission. Sec. 2-811. Composition; appointment and terms of members. The commission shall consist of thirteen members who shall be appointed by the city council. Of the original commission, three members shall be appointed for a term of one year, four members shall be appointed for a term of two years and five members shall be appointed for a term of three years. At the expiration of the respective terms of such members, their successors shall be appointed for terms of three years. The members shall hold office during their respective terms and until their successors are appointed and qualified. Sec. 2-812. Filling of vacancies. AIl vacancies on the commission shall be titled by appointment by the city council for the remainder of the unexpired term. Sec. 2-813. Removal of members. Any member of the commission may be removed by the city council for inefficiency, neglect of duty, misfeasance or malfeasance of office. Sec. 2-814. Compensation of members. The members of the commission shall serve as such without compensation. Sec. 2-815. Selection and term of chairman; creation and filling of other offices. The commission shall choose annually one of its members to be chairman for a term of one year and until a successor is chosen and qualified. The commission may create and fill such other offices as it may determine are necessary.
