AN ORDINANCE TO AMEND TI-IF. CODE OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA (1988) WITH RESPECT TO THE DEFINITION, DUTIES AND
<br />RESPONSIBILITIES OF THE. CHIEF FINANCIAL OFFICER OF THE CITY OF
<br />PORTSMOUTH.

<br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That Sections 2-2, 3-187, 9-29, 9-81, 9-I01, 9-126, 12-2, 12-3, 12-5, 12-7,
<br />12-9, 12-10, 12-13, 12-14, 12-15, 12-16, 12-63, 12-65, 12-66, 12-67, 12-68, 12-1t8, 12-
<br />120, 12-143, 12-151, 12-174, 12-175, 12-214, 12-252, 19-115, 22-87. 25-149, 27-87, 30-
<br />52, 30-60, 30-183, 35-8, 35-9, 35-35, 35-37, 35-133, 35-271, 35-273, 35-274, 35-275, 35-
<br />276, 35-278, 35-279, 35-281, 35-282, 35-283, 35-312, 35-377, 35-378, 35-379 and 35-
<br />382 of the Code of the City of Portsmouth. Virginia (1988) be amended by substituting
<br />the words "chief financial officer" for the terms "deputy city manager for finance,"
<br />"director of f'mance," "controller," and "city controller," wherever such terms appear in
<br />said code sections.

<br /> 2. That the title of Division 2 of Article II of Chapter 12 of the Code of the
<br />City of Portsmouth, Virginia (1988) be changed from "Deputy City Manager for
<br />Finance"to "Chief Financial Officer."
<br />
<br /> 3. That Sections 4-74(a), 12-17, 12-62, 12-64, and 12-70 of the Code of the
<br />City of Portsmouth, Virginia (t988) be amended and reordained to read as follows:
<br />
<br />Sec. 4-74. Records, reports and audit of license sales; destruction of unsold tags,
<br /> and disposition of funds.
<br />
<br /> (a) The city treasurer shall enter in a dog license sales record the date of the
<br />sale of dog tags, including kennels, the names and addresses of persons to whom sold and
<br />the serial number of the tags and shalt keep an account of the amount of the license tax
<br />paid. The city treasurer shall keep a copy of such dog license sales record in numerical
<br />order and at the close of the calendar year shall file an annual report of such sales with
<br />the city manager. The chief financial officer shall audit such records, accounts and unsold
<br />dog license tags and authorize the city treasurer to destroy unsold tags.
<br />
<br />Sec. 12-17. Disposition of certain paid and cancelled bonds and interest coupons.
<br />
<br /> (a) All bonds and interest coupons which have been paid and cancelled for
<br />more than ten years, and all interest coupons which are surrendered on bonds registered
<br />both as to principal and interest, shall be destroyed by chi&financial officer in the
<br />presence of two wimesses. A certificate, signed by the chief £mancial officer and the
<br />witnesses, showing the numbers and amounts of the bonds and coupons and the date of
<br />issue shall be filed with the city clerk.
