award. No protest shall be received for a claim that the selected bidder or offeror is not <br />a responsible bidder or offeror. The written protest shall include the basis for the <br />protest and the relief sought. The purchasing agent shall issue a decision in writing <br />within ten days of receiving the written protest and the purchasing agent's decision <br />shall be final, unless appealed within ten days to the Circuit Court in the City of <br />Portsmouth, as provided in Section 11-70 (C) of the Code of Virginia (1950). <br /> <br />3. That Chapter 12 of the Code of the City of Portsmouth, Virginia (1988) be amended <br />by adding thereto a new Division 5 entitled "Ethics in Public Contracting" to read as <br />follows: <br /> <br />DIVISION 5. ETHICS IN PUBLIC CONTRACTING <br /> <br />Sec. 12-280.
