July 13, 1993 <br /> <br /> At a Called Meeting of the City Council on Tuesday, July <br />13, 1993, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, Bernard D. Griffin, Sr., James C. Hawks, Cameron C. <br />Pitts, V. Wayne Orton, City Manager, Stuart E. Katz, City <br />Attorney. <br /> <br />Absent Councilman John H. Epperson <br /> <br />93-277 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be <br />held in the City Council Chamber, 6th floor of City Hall, 801 <br />Crawford Street, at 5:00 p.m., Tuesday, July 13, I993, for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into an <br />Executive Session. <br /> <br /> By order of the Mayor." <br /> <br /> 93-278 - The following items were discussed in the Public <br />Work Session: <br /> <br />1. Demonstration given by Battalion Chief C.A. Porter, <br />Portsmouth Fire Department, on the defibrillator. <br /> <br />2. Presentation by Betty BUrnell, Director of Museums, on the <br />floor plans for the Children's Museum of Virginia. <br /> <br />3. Information provided by James Spacek, Director of Public <br />utilities, on a citizen's complaint of an excessive water bill. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to go <br />into Executive Session pursuant to provisions of Section <br />2.1-344 of the Code of Virginia for the following: <br /> <br /> (1) Consideration of appointments to Boards and <br />Commissions by City Council as permitted under Subsection <br />(1) ~ <br /> <br />{A) <br /> <br /> (2) Discussion or consideration of the acquisition of <br />property for public use and use of publicly held real property <br />in the southwestern and central portions of the City as <br />permitted under Subsection (A) (3); <br /> <br /> (3) Consultation with the City Attorney and briefing by <br />staff pertaining to a matter of probable litigation in Cavalier <br />Manor and a matter of actual litigation (Sterling case) as <br />permitted under Subsection (A) (7). <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Pitts, <br />pursuant to Section 2.1-344.1 of the Code of Virginia <br />certifying that to the best of the Council member's knowledge <br />during the immediately preceding Executive Session of the City <br />Council: <br /> <br /> (1) Only public business matters lawfully exempted from <br />open meeting requirements by the Virginia Freedom of <br />Information Act, and <br /> <br /> (2) Only such public business matters as were identified <br />in the motion by which the Executive Session was convened, were <br />heard, discussed or considered in the meeting by the City <br />COUncil. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> 'On motion meeting adjourned. <br />APPROVED -~0 <br /> <br />Mayor <br /> <br /> <br />
