<br /> At a Regular Meeting of the City Council held on Tuesday,
<br />July 13, 1993, there were present:

<br />Clemons, Bernard D. Griffin, Sr., James C. Hawks, Cameron C.
<br />Pitts, V. Wayne Orton, City Manager, Stuart E. Katz, City
<br />Attorney.

<br /> Reverend Skip Hathaway, Port Norfolk Baptist Church, opened
<br />the meeting with prayer which was followed by the Pledge of
<br />Alleglance to the Flag.
<br />
<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion of Mr. King, and seconded by Mr. Griffin, the
<br />minutes of a Called Meeting on June 22, 1993; a Regular Meeting
<br />on June 22, 1993; a Called Meeting on June 29, 1993; a Regular
<br />Meeting on June 29, 1993; a Called Meeting on July 6, 1993; and
<br />a Regular Meeting on July 6, 1993 tobe aDDDu~ed,-andwas~--
<br />adopted and by unanimous vote.

<br />93-281 - Presentation by J. Robert Gray, Ford Motor Company of a
<br />donation of $1,500.00 to the Children's Museum of Virginia.

<br />93-282 - Presentation of special lapel pins to newly appointed
<br />Boards and Commissions members.
<br />
<br />93-283 - Non-Agenda Speakers
<br />
<br />1. Helen Person, 1314 Green Street, spoke on lead in Washington
<br />Park.
<br />
<br />2. Anne Green, 641 Douglas Avenue, representing the Federation
<br />of Civic Clubs, presented to Council a resolution adopted by the
<br />Federation in support of term limitations for City Council
<br />members.
<br />
<br />3. Katherine Harrell, 609 Craford Place, spoke on suggestions
<br />for the Bide-A-Wee golf course.
<br />
<br />4. Minister R. Zaidi, 3106 Hull Street, spoke concerning the
<br />death of an inmate while incarcerated in the City Jail.
<br />
<br />5. Rev. Nelson Fields, 3613 Carter Road, spoke on the noise and
<br />nuisance created by establishments holding liquor licenses in
<br />the Alexander's Corner section of the City.
<br />
<br />6. Leslie White, representing the Ida Barbour Tenant Council,
<br />spoke on the emergency needs of the residents in Ida Barbour
<br />housing.

<br />7. Marjorie A. James, 3911 Turnpike Road, spoke on the loud
<br />noise and nuisances in her neighborhood.
<br />

<br />
<br />93-284 Letter from the City Manager recommending adoption of
<br />an ordinance to appropriate $2,158,438 from the Public Utility
<br />Capital Improvements Fund for construction of the Broad Street
<br />Elevated Water Storage Tank, and award of the contract to the
<br />low responsible bidder, Pittsburgh-Des Moines, Inc.
