August llth, 1964 At a regular meeting of the City Council, held on August llth, 1964, there were present: R. Irvine Smith, C. S. Atkinson, Jack P. Barnes, John L. Dillon, L. L. Knight, W. T. Leafy, A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., City Attorney. The meeting was opened with prayer by Mr. Dillon. Minutes of the regular meeting of July 28th, 1964, and a called meet~ng~of August 4th, 1964, were read and apprpved. 64-19S - Public hearing was held, as followsx CP-2-64 - Crawford Crescent Land Use Plan - Comprehensive Plan for the City of Portsmouth. No one spoke in regard to the proposed amendment to the Comprehensive Plan. On motion of Mr.-Knight, the document identified'as CP-2.-64 was approved and adopted as an: amendment t~ the Comprehensive Plan of the City of Portsmouth, without dissenting vote. UP 64-2 - Petition of W. T. a~d Virginia Manning. No one spoke in regard to the petition. On motion of Mr. Barnes, the following resofutien was adopted, without dissen%ing vote: 'qC4EREAS, W. T. and Virginia Manning have filed an application pursuant to Section 4-2 of the Zoning 0rd~nmace of the City of Portsmouth, 196t, for the granting of a use permit:as hereinafter described; and ~HERBAS, the ~Dplicant, the Planning Director and the City Manager h~ve done all things required tobe .donw in connection with said application, and the Planning Commission has recommended the granting of said use permits NOW, THEREFORE, BE IT RHSOLV~B by the Council of-~he City of Portsmouth, Virginia: adversely A. That the use for which the~use permit hereinafter described is sought (1) will not affect the health or safety of persons ~esiding o~ working in the neighborhood of'tha proposed use, (2) will not be detrimental to the public welfare or injurious to property -orimprovements in the neighborhood~ and ($] will be in accord with~the purposes of said Zoning Ordinance. That W. T. and Virginia Mafintng are hereby granted a use hermit, pursuant to Section 4-2 of said Zoning Ordinance, for the construction and operation of a convalescent and nursing home to be located on the premises on the east side of Hatton Street between Naval Avenue and Leckie Street." Zoning Petition Z-64-19 - Chowan Drive Church of Christ. Otis Taylor spoke for the petition. vote: On motion of Mr. Dillon, the foil&wing ordinance was approved on first reading, without dissenting "ZONING AMENDMENT ORDINANCE Z-64-10" Zoning Petition Z-64-20 - Petition of the Planning Commission. Recommendation of Planning Commission: "After careful consideration of all of the facts involved, the Planning Commission recommends that the area north of the centerline of Seaboard Avenue be rezoned from Residential R-TS to Industrial M-2 to pave the way of early development of a bulk commercial deep water port terminal W. F. Brooks spo~e. Motion of Mr. Knight to concur in the recommendation of the Planning Commission and to approve the following ordinance on first reading was adopted, without dissenting vote: "ZONING f~4ENDMENT ORDINANCE Z 64-20" ~/ Aoning Petition Z 64-21 - Petition of Planning Commission. A. L. Cross spoke. Motion of Mr. Barnes to approve the petition of the Planning Commission on the rezoning, excluding property which was rezoned R 60 A at previous meeting, and to place the following ordinance on first reading, was adopted: "ZONING AMENDMENT ORDINANCE Z 64-21" Mr. Smith voting No. Zoning Petition Z 64-22 - George C. Norris. Attorney Jefferson D. Brown, representing Mr. Norris spoke. Motion of Mr. Knight to concur in the recommendation of the Planning Commission and to approve the
