<br /> 73-142 Mayor Barnes presented to Miss Daren Lee Kuckler, "Miss Portsmouth of
<br />1973", with "Key to the City".
<br />
<br />TRe following reports from the City Manager were read:
<br />
<br /> 73-143 - "I submit the attached ordinance and recommend it be placed on first
<br />reading, This appropriates $21,000 for improvements to Towne Point Road between Magnolia
<br />Drive and Twin Pines Road.
<br />
<br /> The developers o~ Churchland West and Peachtree subdivisions are required to make
<br />improvements such as curb and gutter to this street in connection with the development
<br />of the subdivisions. This section of the road has had considerable maintenance and
<br />needs to be reworked.
<br />
<br /> The Engineering Department feels that we will end up with a better roadway cross-
<br />section by the developers working jointly with the City than if the developers were
<br />to tie into the existing road by themselves. It is in the best interests of the City
<br />to initiate a contract for this improvement, with the developers paying the greatest
<br />portion of the cost and the City participating to the extent of $20,000 and administering
<br />and inspecting the contract."

<br /> On motion of?Mr. King and seconded by Mr. Smith, the following ordinance was approved
<br />on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $21,000 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR IMPROVEMENTS TO TOWNE POINT ROAD BETWEEN MAGNOLIAs. DRIVE AND TWIN
<br />PINES ROAD."

<br /> 73-144 "I submit the attached resolution and recommend its adoption. This certifi
<br />that a~l arrangements have been or will be made for the relocation of all utilities
<br />within the right-of-way of the Crawford Connector. The City accepts the responsibility
<br />of any justifiable claims that the contractor may make for any delays caused by the
<br />utilities.
<br />
<br /> The City is required to adopt this resolution before the State Highway Department
<br />will advertise this project."
<br />
<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was
<br />adopted, and by the following vote:
<br />
<br />"A RESOLUTION CERTIFYING RESPONSIBILITY FOR THE RELOCATION, ADJUSTMENT OR
<br />CONSTRUCTION OF CERTAIN UTILITY FACILITIES FOR THE CRAWFORD STREET CONNECTOR
<br />(STATE HIGHWAY PROJECT U000-124-101, C-S01).
<br />
<br /> WHEREAS, the State Highway Department proposes
<br />Connector and ramps from Interstate 264 to Columbia
<br />as Street Highway Project U000-124-101, C-S01; and
<br />
<br />to construct the Crawford Street
<br />Street, such construction designated
<br />
<br /> WHEREAS, the Council of the City of Portsmouth is responsible for making arrangement~
<br />for the adjustment and/or relocation of certain utilities and for the installation of
<br />any new facilities, such utilities and/or facilities being identified as follows:
<br />

<br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth hereby
<br />certifies, that all arrangements have been made or will he made for the relocation and/or
<br />adjustment of said utility facilities and for the installation of any new facilities.
<br />In the event of any justifiable claim from the road contractor for delays or interference
<br />
