<br /> At a regular meeting of the City Council, held on October 23, 1973, there were

<br />Isaac W. King, Raymond B. Smith, Robert W. Wentz, Jr., A. P. Johnson, Jr.,
<br />City Manager, W. J. O'Brien, Jr., City Attorney.

<br />Prayer was offered by Councilman King.
<br />
<br /> Motion of Mr. Smith and seconded by Mr. Johnson, the minutes to be approved as
<br />received, was adopted by the following vote:

<br /> The following reports from the City Manager were read:
<br />
<br /> 73-442 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $204,000 for the construction of storm drains in the Brighton area.
<br />This provides storm sewers for the cross streets adjacent to Effingham Street. This
<br />project has previously been approved by the City Council.
<br />
<br />Bids were taken on October 9, 1973, for this project as follows:
<br />
<br />Virginia-Carolina Contractors, Inc.
<br />
<br />$159,847.50

<br />A ~ W Contractors, Inc.
<br />
<br />D & W Construction Company,
<br />

<br /> Virginia-Carolina Contractors, Inc., being the low bidder, it is recommended the
<br />contract be awarded this firm.

<br /> The balance of the appropriation covers contingencies at 15% and engineering and
<br />inspection costs."

<br /> On motion of Mr. Johnson and seconded by Mr. Holley', the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br />"AN ORDII~NCE TO APPROPRIATE $204,000 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND_FOR THE CONSTRUCTION OF DRAINAGE IMPROVEMENTS IN THE BRIGHTON AREA."

<br /> Motion of Mr. Smith and seconded by Mr. Johnson, to award the contract to Virginia-
<br />Carolina Contractors, Inc., being low bidder, was adopted by unanimous vote.
<br />
<br /> 73-443 "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This appropriates $10,502 in the Federal Grants Fund for a Coordinator of Service
<br />for the Senior Citizens City-Wide Program. This appropriation includes salary, fringe
<br />benefits, equipment, supplies, travel and other miscellaneous expenses connected with
<br />the operation of this office.
<br />
<br /> The above funds are being received through contractual arrangement with Southeastern
<br />Virginia Area-Wide Model Program (SEV~MP) and the City of Portsmouth.
<br />
<br /> Some of the services to be provided under contract will be to act as official coordi~
<br />nator between all agencies both public and private who provide services and programs
<br />for persons age 60 and above in the City of Portsmouth, assist such agencies in the plan-
<br />ning and development of programs on a City-wide basis and act as liaison between the
<br />City of Portsmouth and SEVAMP in matters relating to programs and services for the aged."

<br /> On motion of Mr. Smith and seconded by Mr. JohnsQn, the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $10,502 FROM THE FEDERAL GRANTS FUN~ FOR
<br />WAGES FOR THE COORDINATOR OF SERVICES OF THE SENIOR CITIZENS PROGRAM."

<br /> 73-444 -"I submit the attached ordinance and recommend that it be placed on first
<br />reading. This appropriates $2,561 in the Federal Grants Fund for education and training
<br />programs in the General District Court, Law Enforcement, and Commonwealth Attorney's
<br />Offices.
