Saunders Early, Jr., Archie Elliott, Jr., Edward L. east, Jr., <br />R. T. Williams, City Manager, Gordon B. Tayloe, Jr., City Attorney. <br /> <br />Absent: Jack P. Barnes, James W. Holley, Robert W.
