<br />At a regular meeting of the City Council, held on February 22, 1977, there were present:
<br />
<br />Richard J. Davis, E. Saunders Early, Jr., Archie Elliott, Jr., Edward L. Oast, Jr.,
<br />R. T. Williams, City Manager, Gordon B. Tayloe, Jr., City Attorney.
<br />
<br />Absent: Jack P. Barnes, James W. Holley, Robert W. Wentz,Jr.
<br />
<br /> Mayor Davis opened the meeting with prayer, followed by the Pledge of Allegiance to
<br />the Flag.
<br />
<br />Mayor Davis welcomed all visitors in attendance.
<br />
<br /> MOtion of Mr. Early and seconded by Mr. Oast, minutes of the called meeting of February
<br />7, 1977; minutes of the Public Hearing meeting of February 7, 1977; minutes of the regular
<br />meeting of February 8, 1977, to be approved as rec6ived, was adopted by unanimous vote.
<br />
<br /> 77-58 - Mayor Davis presented a proclamation to g6y Scout Troop #253, Tidewater Council
<br />of Merrimac District, recognizing "Scout Week" February 7 through 13, 1977.
<br />
<br /> 77-59 - Mayor Davis presented Mr. Harold Soldinger, Vice President and Assistant Genera]
<br />Manager, WAVY-TV, Certificate of Appreciation for recognition of Blo6d Bank Day, December
<br />30,1976, at Tower Mall.
<br />
<br /> 77-60 - Mayor Davis presented Certificate of Appreciation to Mr. C. S. Stublen, Jr.,
<br />for member of Housing Board of Adjustments & Appeals, commending him for services rendered.
<br />Mrs. Helen B. Zemienieuski, former member of Emergency Medical Services Advisory Commission,
<br />was unable to be present to received A Certificate of Appreciation for her services on said
<br />Commission.

<br /> 77-37 - The following ordinance approved on first reading at the Public Hearing meeting
<br />of February 7, 1977, was taken up and read:

<br /> on motion of Mr. Elliott and seconded by Mr. Early, the ordinance was adopted, and by
<br />the following vote:

<br /> 77-37 - The following ordinance approved on first reading at the Public Hearing meeting
<br />of February 7, 1977, was taken up and read:

<br /> On motion of Mr. Early and seconded by Mr. Elliott, the ordinance was adopted, and by
