Oast, Jr., Robert T. <br /> Williams, City Manager, Gordon B. Tayioe, Jr., City Attorney. <br /> Absent: Richard J. Davis, E. Saunders Early, Jr.', Archie Elliott, Jr. <br /> Rev. Kenneth E. King, Pastor, Port Norfolk Baptist Church, opened the meeting with prayer~ <br />followed by the Pledge of Allegiance to the Fla'~. <br /> Vice Mayor Holley presided in the absence of Mayor Davis, and welcomed all visitors in <br />attendance. <br /> Motion of Mr. Barnes and seconded by Mr. Gray, the minutes of the called meeting of <br />~uBust !2~2~ ~7.8!;~minutes of the regular meeting of August 22, 1978, to be approved as received <br />and was adopted by unanimous vote. <br /> 78305 - Vice Mayor Hotley presented Certificates of Appreciation to Thomas Puller and <br />Edward .White, former members of the Mayor's Manpower Development & Employment Commission. <br />Mr. White was not present to receive his Certificate. <br /> FB~05(a) - Vice Mayor Holley presented the following resolution to D. Bart Frye, Jr., <br />former Executive Director of Portsmouth Redevelopment & Housing Authority: <br /> <br /> "WHEREAS, D. Bart Frye, Jr., served as Executive Director of the Portsmouth Redevelopment <br /> and Hndsing Authority from October 25, 1971 to July 31, 1978; and <br /> <br /> WHEREAS, during his service as Executive Director, he worked diligently for the revitali- <br /> zation of the City of Portsmouth; and <br /> <br /> WHEREAS, through his many accomplishments in the field of housing and community developme <br /> he helped to make the City of Portsmouth a better place in which to live; and <br /> <br /> WHEREAS, through his efforts, millions of dollars in private and public investment were <br /> brought to Portsmouth to continue the implementation of the various redevelopment and conK <br /> servation programs; and <br /> <br /> WHEREAS, this has resulted in the City and Authority being recognized on a Local, State, <br /> and National level. <br /> <br />: NOW, THEREFORE BE IT RESOLVED that the City Council recognizes and commends Mr. D. Bart <br />Frye, Jr. for his dedicated service to the City of Portsmouth, and wishes him much success <br />in the new venture he has chosen to undertake. <br /> <br /> BE IT FURTHER RESOLVED tha{ a copy of this resolution be spread upon the minutes of the <br />City Council and that a copy thereof be presented to D. Bart Frye, Jr." <br /> <br />UNFINISHED BUSINESS <br /> <br /> 78-290 - The following erdina~ce approved on first reading at the regular meeting of <br />August 22, 1978, was~taken up and read: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $56,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> INSTALLhTION OF LIGHTS FOR TENNIS COURTS AT WILSON, MANOR, NORCOM AND CRADOCK <br /> HIGH SCHOOLS." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the ordinance was adopted~ and by the <br />following vote: <br /> <br />Ayes: Barnes, Gray, Holley, Oast <br />Nays: None <br /> <br /> 78-291 - The following ordinance approved on first reading at the regular meeting of <br />August 22, 1978, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $445,000 FROM THE COMMUNITY DEVELOPMENT FUND FOR <br />REDEVELOPMENT AND CONSERVATION PROJECTS IN PARK V~IEW, EFFINGHAM, MOUNT HERMON, <br />CRAWFORD AND NORTHSIDE." <br /> <br /> On motion of Mr. <br />following vote: <br /> <br /> Gray and seconded by Mr. Barnes, <br /> <br />Ayes: Barnes, Gray, Holley, Oast <br />Nays: None <br /> <br />the ordinance was adopted, <br /> <br />and by the <br /> <br /> 78-180(b) Z 78-10 Petition of Thomas W. and Lillian P. Butler, Contract Owners, <br />by Agent Joyce G. ~, deferred from Public Hearing of June 12, 1978 was presented. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Barnes, the matter to be referred back to the <br />Planning Commission for their recommendation and to be brought back to City Council at a <br />later date, and was adopted by unanimous vote. <br /> <br /> 78-302 - The following report was submitted concerning petition on cleaning of ditch <br />between S~'atford Street and Liston Lane: <br /> <br />.t, <br /> <br /> <br />
