I02 <br /> <br />October 24. 1978 <br /> <br /> 78-366 - "Consideration of an ordinance on first reading to appropriate $6,000 from <br /> the Mental Health Fund for costs incurred by Maryview Community Health Center for individuals <br /> assigned on temporary court order. <br /> This appropriation will provide the necessary funds to Fay the outstanding charges <br /> incurred for the temporary detention of individuals whe~ere assigned to the Maryview Com- <br />munity Health Center by the General District Court for the ~eriod March through June, 1978. <br />--The City had an agreement with the Maryvie~ Health Center t~at the City would pay reasonable <br /> cha~ges necessary on individuals assigned to the Center for detention by the General District <br /> Court. The State Of Virginia has now assumed (effective July 1, 1978) the cos~ for ~emporary <br /> detention in Mental Health facilities. The City Manager recommends adoption on first reading. <br /> On motion of Mr. east and seconded by Mr. Barnes, the following ordinance was approved <br /> on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO~AP?ROPRIATE $6,000 FROM TFE ~4ENTAL HEALTH FUND FOR COSTS <br /> INCURRED BY MARYVIEW COMe,UNITY MENTAL HEALTH CENTER FOR INDIVIDUALS ASSIGNED TO <br /> TEMPORARY DETENTION PURSUANT TO COURT ORDER.' <br /> <br /> 78-~67 - "Consideration of an ordinance on first reading to appropriate ~85,000 in the <br />Grants Fund to establish the budget for the Huma~ Resources Office for the Fiscal Year 1978- <br />79. <br /> <br /> The attached letter outlines the background information for the establishment of a <br />budget for the Human Resources Office, formerly known as t~e Human Services System Development <br />Office. Included in the attached document is the purpose of the office, proposed funding <br />mechanism from the various hyman service departments, as well as a copy of the budget analysi~ <br />f6r the Office of Human Resources. It is estimated that approximately $65,000 of the revenue <br />required for the operation of the office will come from human service agencies, with th~ <br />balance, $20,000, bei~ supplied as the local cash requirement. The City ~anager recommends <br />adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $85,000 FRO~4 THE GRANTS FUND TO ESTABLISH A BUDGET <br />FOR HUMAN RESOURCES OFFICE FOR FISCAL YEAR 1978-79." <br /> <br /> 78~368 "The two previous ordinances included l~cal funding in the amount of $26,000, <br />$6,000 for the Mental Health Fund and $20,000 for the Office of Human Resources. The local <br />funds to cover the General Fund commitment were transferred from the Emergency Budget Con- <br />tingency Account for this purpose. This information ~s being forwarded in accordance with <br />the City Code requirement that the Council be notified~of any funds transferreg from the <br />Emergency Contingency Account at the next regularly scheduled meeting. <br /> <br /> Motion of Mr..' Barnes and seconded b~ Mr. Gr~y., 'the information to be receive~ and was <br />adopted by unanimous vote. <br /> <br /> ~8-569 - "Consideration of an ordinance to amend Section <br />of the City Code pertaining to exemption of real estate taxes <br />permanently and totally disabled people. <br /> <br />32-221, 222, 224, ~nd 225 <br />for certain elderly people and <br /> <br /> This ordinance amends the City Code ~e include the permanently and totally disabled <br />as being eligible for the tax reli.ef program under the same formula set forth for the elderly. <br />Also, the ordinance will extend the filing deadline for the elderly and permanently and total- <br />ly disabled from March 1 to April 30. The attached letter has been furnished for your informs <br />and outlines in detail the justification for adding the permanently and totally disabled <br />category to the City code, as well as extending the filing deadline. The addition of the <br />permanently and totally disabled has been requested by the Mayor's Commission on the Handi- <br />capped. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was adopted <br />on first and final''re~i~g, and by the following vote: <br /> <br />"AN ORDINANC£ TO AMEND SECTIONS 35-221, 350222, 35-224 AND 35-225, CODE OF <br />THE CITY OF PORTSMOUTH, 1973, PERTAINING TO EXTE~4PTION OF REAL ESTATE TAXES <br />FOR CERTAIN ELDERLY PEOPLE AND PB~NENTLY DISABLED PEOPLE." <br /> <br />Ayes: Barnes, Elliott, Gray, Holley, east, Davis <br />Nays: None <br /> <br /> 783370 - "Consideration of an ord.inance closing a portien of Douglas Avenue between <br />London Boulevard and'Queen Street. <br /> <br /> The Portsmouth Redevelopment 8 Housing Authority has made application to vacate and <br />close the above named portion of Douglas Avenue. The City Council adopted a resolution on <br />August 8, 1978, appointing viewers. A copy of the viewers report arid a map showing the <br />portion of the street to be closed is attached for your information.
