October 1978 <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Holley, that the matter to be deferred to the <br />next meeting, the ordinance to be amended to include the sketch and was adopted by unanimous <br />vote. ' <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 78-361 "Consideration of an ordinance on first reading to appropriate $1,1?5,000 <br />from the Capital Improvements Fund for the Western Freeway Bridge, Western Freeway, widening <br />of Towne Point Road, the K intersection at High Street and Churchland Boulevard the new <br />Municipal Building and Parking Facilities. ' <br /> <br /> The items included in this appropriation represent funding above the levels which have <br />been programed~into the current and previous Capital Improvements Budgets. Attached for <br />your information is a letter outlining the breakdown of funding requirements for each of the <br />items and the justification for the additional appropriation. Also included in the attached <br />information are change orders and additional costs for the Municipal Building complex and <br />a proposed funding arrangement in order that the City does not have to increase its current <br />capital funding level. The projects outlined in Attachment B, which were previously authorize~ <br />have been reviewed and it has been d~termined that the projects included in this appropriation <br />carry a higher priority than those which are being deleted. Several of the items which are <br />indicated by asterisks will be reprogramed~Jfor future Capital Improvements Programs. The <br />City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Holley and seconded by Mr. Barnes,.the following ordinance was approved <br />on first reading and by unanimous vote: <br /> <br />"AA- ORDINANCE TO APPROPRIATE $1,175,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />WESTERN FREEWAY BRIDGE, WESTERN FREEWAY WIDENING OF TOWNE POINT ROAD, K-INTERSECTION <br />OF HIGH STREET AND CHURCHLAND BOULEVARD. AND THE N~W MUNICIPAL BUILDING AND PARKING <br />FACILITIES." <br /> <br /> 78-362 'Consideration of a motion authorizing the transfer of the remaining balance <br />of $74,000 from the completed Seawall Project to the new Municipal Building project.' <br /> <br /> Motion of Mr. Cast and seconded by Mr. Barnes, that authorization <br />remaining balance of $75,000 from the completed Seawall Project to the <br />project, and was adopted by unanimous vote. <br /> <br />be granted to <br />new Municipal <br /> <br />trans~¢er <br />Building <br /> <br /> 78-363 - "Consideration of a motion'authorizing the transfer of the purpose of $111,062.42 <br />of General Revenue Sharing Trust Funds to the Urban Transportation Category (Towne Point <br />Road Project)." <br /> <br /> Moti. on.of Mr. Cast and seconded by Mr. Barnes, that authorization be granted to transfer <br />$111,062-.42 of General Revenue Sharing Trust Funds to the Urban Transportation Category <br />(Towne Point Road Project), a~d--w~s.:adepted by unanimous vote. <br /> <br /> 78-364 "Consideration of an ordinance on first reading to appropriate $50,000 <br />from the Capital Improvements Fund for the preliminary engineering and design costs for <br />drainage priority #11 and street priorities #10, #11 and ~12; and design costs for the History <br />Room at the Main Library. <br /> <br /> This appropriation will provide the necessary funds for the preliminary engineering <br />and design costs for one drainage project, priority #11; and three street projects, priorities <br />#10, #11, and #12 in accordance with the City's Drainage and Street Improvement Priority <br />List. In addition to these four projects there is also included $5,000 for the preliminary <br />design of the proposed History Room agdition to the Main Library. $45,000 of this appropri- <br />ation was included as part of the Capital Improvements Program for 1978-79; and, the $5,000 <br />for the History Room is being allocated from the Contingency Account of the 1978-79 Capital <br />Improvements Program. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Cast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,000 FROM THE CAPITAL IMPROVEMBNT FUND. FOR THE <br />PRELIMINARY ENGINEERING AND DESIGN COSTS FOR DRAINAGE PRIORITY ~11 AMD STREET <br />PRIORITIES ~10, ~11 AND #12; DESIGN COST FOR HISTORY ROOM IN THE MAIN LIBRARY." <br /> <br /> 78-365 "Consi'deration of an ordinance on first reading to appropriate $4,832 from <br />the Mental Health Fund for the Portsmouth Alcoholism Services Program. <br /> <br /> This appropriation represents a regranting of the ~alance left in the program from <br />Fiscal Year 1978 and will be used for a one time equipment and supplies purchase. The State <br />has authorized the carry-over and reallocated the $4,832 which is 100% State funds with no <br />local match required. ~he City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,832 FROM THE MENTAL HEALTH FUND FOR THE <br />PORTSMOUTH ALCOHOLISM SERVICES." <br /> <br /> <br />
