129 <br /> <br />December 12. 1978 <br /> <br /> 78-432 "Consideration of an ordinance closing a portion of Louisa TErrace and a <br />portion of Nottaway Avenue. <br /> <br /> HerbertE. Rogerson has made application to close a portion of Louisa Terrace and <br />a portion of Nottaway Avenue. Viewers were appointed by City Council on October 29, 1978. <br />Their report is attached hereto. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE CLOSING THE FOLLOWING STREETS: A PORTION OF LOUISA TERRACE AND <br /> NOTTAWAY AVENUE." <br /> <br /> Ayes: Barnes, Early, Elliott, Gray, Nolley, Oast, Davis <br /> Nays: None <br /> <br />adopted <br /> <br />78-433 - "Consideration of a resolution requesting State legislative assistance and providing <br />matching funds from the State under the Urban Parks and Recreation Recovery Program. <br /> <br /> The Federal government has passed Title X of S.91 providing $1S0 million per year <br />for Fiscal Years 1979 through 1982. This bill earmarks 90% of the funds on rehabilitation <br />of existing indooM and outdoor recreation facilities in urban areas. However, each dollar <br />the State contribdtes to the local share will be matched by the Federal government up to <br />a maximum of 8S% participation. The purpose of this resolution is to request assistance <br />from our legislators in allocating matching funds on the State level for this program. <br />If the State agrees this program will be funded with 8S% Federal funds and 1S% State funds, <br />with no local funds required. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early~and ~cdnded by Mr. N011ey[ ~h~ following resoluiion was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION REQUESTING STATE LEGISLATIVE ASSISTANCE AND STATE b~TCHING <br />FUNDS UNDER THE URBAN PARKS AND RECREATION RECOVERY PROGR3%M. <br /> <br /> WHEREAS, the Urban Parks And Recreation Recovery Program passed by the U. S. Congre§s <br />provides funds for rehabilitating existing indoor and outdoor recreation facilities; and <br /> <br /> WHEREAS, funds from said Recovery Program may also be used for innovatf've projects <br />designed to develop solution to problems which have nationwide applicability; and <br /> <br /> WHEREAS, said Recovery Program provides for a 70-30 Federal-Local match; however, <br />for every State dollar contributed, the Federal government will match same up to the limitati <br />of eighty-five (8S%) percent of all funds. <br /> <br /> NOW, THER~FORE~ BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />'that it requests State legislative assistance and State matching funds under the Urban <br />Parks and Recreation Recovery Program for the purposes of rehabilitating existing indoor <br />and outdoor recreation facilities and to provide for a solution to problems having nationwide <br />applicability. <br /> <br /> BE IT FURTHER RESOLVED that copies of this resolution be forwarded to Members of the <br />General Assembly representing the City of Portsmouth." <br /> <br /> Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br /> , Nays: None ..... i _ <br /> <br /> 78-434 "Consideration of a resolution appointing v~ewers for the closing of a portion <br />of an unnamed ~lley between Elm Avenue and Armstrong Street. <br /> <br /> Portsmouth REdevelopment <br />close a portion of an unnamed <br />~i~I%~ppoint viewers pursuant <br /> <br /> On motion of Mr. Elliott <br />and by the following vote: <br /> <br />and Housing Authority has made application to vacate and <br />alley between Elm Avenue and Armstrong Street. The City Manager recommends adoption." <br />and seconded by Mr. Early, ~th'e following resolution was adopted <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING: A PORTION OF AN <br />UNNAMED kiNE BETWEEN ELM AVENUE AND ARMSTRONG STREET$~ <br /> <br /> WHEREAS, Portsmouth Redevelopment And'Housing Authority has made application to vacate, <br />close and discontinue the hereinafter-described portion of a certain unnamed alley, and <br />it appearing that Notice of Application and request for the appointment of viewers was <br />duly posted November 29, 1978, on the bulletin board of the General District Court, Civil <br />Division, of the City of Portsmouth, the bulletin board of the Circuit Court of the City <br />of Portsmouth, and the bulletin board of City Nalt~of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank Nf Bilisoly, H. L. Davis, Simon P. Arrington, A. N. Kendrick and Harrison Miller <br />be appointed viewers and Rev. J. R. Wilkerson be appointed an alternate viewer in the event <br />one of the preceding viewers fail to participate, said viewers to view the hereinafter <br />described portion of such unnamed lane and to report to this Council in writing whether <br />in their opinion any, and if any, what inconvenience would result in vacating and closing <br />the following: <br /> <br />n <br /> <br /> <br />
