December 12. lqTR <br /> <br /> The following reports from the City Manager were presented: <br /> <br /> 78~428(C)-"Consideration of an ordinance on first reading to appropriate $20,000 from the <br />Capital Improvements Fund for final engineering plans and Specifications costs for the Mid- <br />City Drainage, Priority #5. <br /> <br /> This appropzi~ti.en will provide an additional $20,000 to the previous authorization of <br />$55,000 for a total estimated cost of $75,000 for the engineering work necessary for the <br />preparation of contract documents, plans and specifications for this project. It is cur- <br />rently estimated that the entire Mid-City drainage project will cost approximately $2.5 <br />million. This ~ppropriation will allow us to complete all of the soil evelation surveying <br />and drafting, as well as finalize bid documents for bidding purposes at some future date. <br />The project has been designed so that it can be built in segments; however, due to the total <br />overall cost the decision to move forward with any portion of the project has been deferred <br />pending review of the CIP requirements and priorities for the coming fiscal years. The City <br />Manager recommends adoption on first reading/' ~. <br /> <br /> On motion of Mr. OaSt and seconded by Mr. Gray, the following ordinance was approved on <br />first~reading,~-and~by d~animous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR FINAL <br /> 2NGINEERING PLANS AND SPECIFICATIONS FOR DRAINAGE OF THE MID-CITY AREA, PRIORITY <br /> NO. $." -'~"- <br /> <br /> 78-429 -"Consideration of an ordinance on first reading to appropriate $28,000 from the <br />Capital Improvements Fund for the construction and installation of sports lighting of the softball <br />field at Churchland Park. <br /> <br /> This appropriation will provide the necessary funds for the installation and constructio~ <br />of lighting~for the softball field recently constructed at Churchland Park. There were two <br />softball ~ields constructed as part of the Capital Improvements Program for 1977-78. This <br />appropriation will provide the funds to install sports lighting for one softball field in the <br />Churchland Park complex. The 1978-79 Capital Improvements Program included $25,000 for this <br />purpose. An additional $3,000 will be taken from the Capital Improvements Fund Contingency <br />Account. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Early, the following ordinance was approved on <br />first reading, and by hnanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $28,000 FROM THE CAPITALIMPROVEMENT FUND FOR THE <br />INSTALLATION AND CONSTRUCTION OF SPORTS LIGHTING FOR ONE SOFTBALL FIELD AT <br />CHURCHLAND PARK." <br /> <br />the cont:act be awarded to ~l~ec~tric <br />in.tke amount of $20,300, and was <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, that <br />Contracting Company, ~eing the lowest responsible bidder, <br />adop~e~ by unanimous vote~. <br /> <br /> 78-439 - _Consideration of a~ ordinan~e_o~ first ~ading-to-approp~iate $5,000 from <br />the Capital Improvements Fund for repairs to the Leckie Street Bridge. <br /> <br /> This appropriation Will provide funds for the estimated repairs to the Leckie Street Brid <br />struc%ure for da~age~:~{ncurred as the result of a traff~f acgident. This project will be <br />funded from the Capital Improvements contingency account; however, the City intends to pursue <br />reimbursement from the responsible automahi~m'liability carrier upon completion of the repairs <br />Due to the fact that this is a traffic hazard and in the nature of an emergency, repair work <br />on the bridge has previously been authorized to proceed. The City Manager recommends adoption <br />on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5,000 FROM THE CAPITAL IMPROVEMENT FUND FOR REPAIRS <br />TO THE LECKIE STREETBBRIDGE." <br /> <br /> 78-451 "Consideration of an ordinance to close a portion of 8th Stre%t between Fayette <br />Street and Madison Street. <br /> <br /> The Portsmouth Redevelopment and Housing Authority has made application for the clos- <br />ing of a portion of 8th Street between Fayette Street and Madison Street. Viewers were <br />appointed by Council on August 22, 19~,~pX ~.~,~$.~: repq~,i%~,~h.~ ~e~e~. The <br />City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was adopted <br />first and final reading~ and by the fbllowing vote: <br /> <br />"AN ORDINANCE CLOSING THE FOLLOWING STREET: A PRRTION OF EIGHTH STREET BETWEEN <br />FAYBTTB ST~EfT 'AN~ MADISON STREET," <br /> <br />on <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> <br />
