January 23, 1979 <br /> <br />At a regular meeting of the City Council held on January 23, 1979~ there were <br /> <br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., J. Robert Gray, <br />James W. Holley, Edward L. Oast, Jr., Robert T. Williams, Gordon B. Tayloe, <br />Jr., City Attorney. <br /> <br />present~ <br /> <br />Absent: Archie Elliott, Jr. <br /> <br /> Councilman Gray opened the meeting with.prayer~ followed by the Pledge of Allegiance to <br />the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance.. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Barnes, the minutes of the called mee~ing~f Janu- <br />&fy 99 1979, to be.~appzoved as recefved;~m~iK~t~s of the regular meeting of January 9,~f979, <br />t~ be c~rrected by inserting ~he name "Bond" under appointment to the Library Board, and the <br />minutes were approved as corrected, and by unanimous vote. <br /> <br /> 79-18 - Mayor Davis presented the following resolution to T. A. <br />strator of Maryview Hospital: <br /> <br /> "WHEREAS, T. A. Grillo has served Maryview Hospita~ since 1946 <br />retiring on September 30, 1978 as the Administrator; and <br /> <br />Grillo, former Admini- <br />in various capacities, <br /> <br /> WHEREAS, Mr. Grillo has volunteered his services to the City <br />on the Emergency Medical Services Advisory Committee for a period <br />years; and <br /> <br />of Portsmouth <br />of three <br /> <br />by serving <br /> <br /> WHEREAS, Mr. Grillo, by being involved in community health and related activities, <br />has contributed greatl~ to the betterment of this community; and <br /> <br /> WHEREAS, besides being associated in hospital and community servic~Zs'~' ~.~r. 'Gri[lo <br />has been active in the Eastern Virginia Medical School; and <br /> <br /> WHEREAS, he has been the recipient <br />of 1968, 1970 and 1971. <br /> <br />of Distinguished Servi~e~Aw.a~ds .~or ~t~he years <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the City Council of the Cfty of~'Port'smouth <br />wishes to express their appreciation and gratitude ~o Mr. Grillo rom.all the many hours <br />he has given so generously while serving our City. <br /> <br /> BE IT FURTH£R RESOLVED that we extend our best wishes and hope for many years of <br />happiness during his retirement. <br /> <br /> B~ IT FURTHER RESOLVED that this resolution ~be spread upon the minutes of the City <br />Council and that a copy be presented to T. A. Grillo." <br /> <br /> 75-i9 - Wiley Kidd, Jr., Senior at Churchland High School, District Winner of the <br />"Voice of Democracy" Award, sponsored by ~e Veterans of Foreign Wars Scholarship Program, <br />made the following presentation: <br /> <br />"WHY I CARE ABOUT AMERICA <br /> <br /> Why do I care about America? --- This question was unbelievably difficult to answer. <br />I was ashamed of myself. I am about to graduate from high school~and cannot even say why <br />I care about the country I was born in and have lived in for eighteen years. I thought <br />about it for awhile and these five seemingly unconnected words came to mind: freedom, people, <br />opportunity, land and the flag. Now, what do these words really mean. <br /> <br /> Freedom. In this country, [ ha~e the right to express my opinions publicly. I can speak <br />out on any governmental issue without fear of being thrown in jail. There are fifty-two <br />major religious denominations in America~ and I was free to choose any one of them, or I could <br />have created one that suited my own needs. [ am able to attend church wfthout restrictions <br />and listen to my pastor's words uncensored. Everything I could ever a~for is here in the <br />United States and I am truly free from want. I am not saying that if I want one million <br />dollars all I have to do is ask for it. However, this is a prosperous country and If I work <br />hard enough, I can get almost anything and fulfill my wildest dreams. I and 214 million other <br />people. <br /> <br /> I call myself an American but three-fourths of the entire population of this country are <br />descendants of European, As~an and African peoples. <br /> <br /> From all over the world they poured in by the millions. For examFle, between 1~80 and 18!0 <br />over eighteen million immigrants migrated to the United States. Economic hardships, political <br />turmoil and religious persecution forced them to leave their homelands ~n search of a better <br />place to live. As immigrants entered the harbour of New York, many cried, remember the home <br />they had left behind and unsur~ of what they would find in the United States. An Italian Immi <br />grant described the people's feeling as they caught a glimpse of the Statue of Liberty. He <br />recalled that they were 'steadied ..... by the symbol of America's freedom, and they dried their <br />tears'. These immigrants were searching~ for a place where they could make their own decisions <br /> determine what they wanted to do with their lives. In other words, opportunity. <br />and If I want to succeed and live a good life, I can because the United States is stocked full <br /> <br />of opportunities. For the past twelve years, I have had the opportunity of being ~8ucated in ~ <br />a public school, free of charge. The free enterprise system permits me to choose my career an~ <br />make my life decisions. I can be anything from an auto mechanic to a neuros~rgeon or a stunt-l <br />man to a novelist. <br /> <br /> <br />
