Williams, City Manager, Acting City Manager Gordon B. <br />Tavloe, Jr., w~s~present. <br /> <br /> 79-34 Public Hearing on re~oning petitions, use permit applications and an amendment <br />to the text of the Zoning Ordinance: <br /> <br />(a) Zoning Petition Z 79-2 Petition of Deborah A. King, Owner. <br /> <br /> W. D. Whitehurst, 4507 Portsmouth Boulevard, spoke against the petition and presented <br />the following petition: <br /> <br /> "We, the undersigned, do hereby petition the City Planning Commission to deny the petitic <br />of Deborah A. King to rezone property described as follows: <br /> <br />Beginning on the north side of Portsmouth Bouleva~ed approximately <br />137 feet east from its intersection with Bradley Avenue; thence north <br />along a side property line 213 feet;· thence east 7t feet; thence south <br />213 feet to the north right,of-way line of Portsmouth Boulevard; thence <br />west along said right-of-way 75 feet to the point of origin; also known <br />as 4510 Portsmouth Boulevard; from Office Residential 0R-75 to <br />Commercial C-1. Signed by Wm. D. B. Kirsch, <br /> III, Contract Owner. <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 79-3- <br /> <br />(c) Use Permit UP 79-1 Petition of Centennial Baptist Church, by Dr. E. Curtis <br /> Alexander, Administrator. <br /> <br /> Barbara Alexander, 925 Ma~n Creek Road, Chesapeake, representing Centennial Baptist <br />Church, spoke in support of the petition. <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, to concur in the recommendation of <br />the Planning Commission, that a conditional use permit to be issued for UP 79-1, and was <br />approved on first reading, and by unanimous vote. <br /> <br />(d) Use Permit UP ~9-3 Petition of Elizabeth H. Blanford, by Mrs. Joe B. Worrel], <br /> Contract Owner. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, to concur in the recommendation of <br />the Planning Commission, the petition was denied, and by the following vote: <br /> <br />Ayes: Barnes, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />(e)_Use Permit UP 78-~ Petiticn of Hnnry and Doris Wilder, by the Rev. Rudolph Lewis, <br /> Minister. <br /> <br /> Rev. R. B. Lewis, 6109 Prairie Court, Virginia Beach, Va., in support of th~ petition. <br /> <br /> On motion of Mr. Holley and seconded by Mr. Gray, to concur in the recommehdation of <br />the Planning Commission, that a conditional use permit to be issued for UP 78-7, and was <br />approved on first reading, and by unanimous vote. <br /> <br />CONSIDERATION OF A ZONING ORDINANCE AMENDMENT RELATIVE TO DUAL OWNERSHIP <br /> <br />OF DUPLEX OR TWO-FAMILY DWELLINGS: <br /> <br />Section 40-137(b) to amended to read as follows: Residential R-75, <br /> Residential R-75-S and Office Residential 0R-75 <br /> Districts Dimensional Requirements. <br /> <br /> and seconded by Mr. Early, the ordinance to be approved <br /> <br /> On motion of Mr. Barnes <br />reading, and was adopted by unanimous vote. <br /> <br />79-35 - The following letter from the Director of <br /> <br />Planning was presented: <br /> <br />on first <br /> <br /> <br />
