<br /> Renee Whatley, 10 DeKalb Avenne, spoke regarding number of students in classroom, refer-
<br />ring to the ratio balance of blacks and whites. Mayor Davis responded to Miss Whatley, that
<br />it was matter of the School Board, and by law, the City Council is prohibited in Virginia
<br />from interferring in the management of the School System.
