165 <br /> <br />February 27, 1979 <br /> <br /> 79-64 "Consideration of a resolution appointing viewers for the closing of a portion <br />of "G" Street in the Twin Pines section of Churchland. <br /> <br /> The City of Portsmouth has made application to vacate and close a portion of "G" <br />Street for the purpose of constructing the Twin Pines Playground. The Planning Commission <br />has recommended same. This resolution will appoint viewers pursuant to State law for a report <br />back to City Council. The City Manager recommends adoption." ~'" <br /> <br /> On motion of Mr. Gray and seconded;by Mr. Oast, ~he following resolution was adopted and <br />by the following vote: ' <br /> <br />"A RESOLUTION APPOINTING'VIEWERS FOR CLOSING THE FOLLOWING: A PORTION OF "G" <br />STREET. <br /> <br /> WHEREAS, the City of Portsmouth, Virginia has made application to vacate, close and <br />discontinue the hereinafter-described portion of "G" Street, and it appearing that Notice <br />of Application and request for the appointment of viewers was duly posted February 12, <br />1979 on the bulletin board of the General Distri:t Court, Civil Division, of the City of <br />Portsmouth, the bulletin board of the Circuit Court of the City of Portsmouth, and the <br />bulletin board of City Hall of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, Linon Vann, James Linehan, Richard Ottavio, and James McGehee be <br />appointed viewers and Robert Reed be appointed an alternate viewer in the event one of the <br />preceding viewers fail to participate, said viewers to view the hereinafter-described portion <br />of such street and to report to this Council in writing whether in their opinion any, and <br />if any, what inconvenience woulJ result in vacating and closing the following: <br /> <br />"G" STREET <br /> <br /> Beginning at the northeast corner of "G" Street and Academy Avenue; thence <br /> along the northern side of "G" Street in an easterly direction approximately <br /> 288' to a point on the western right-of-way of the Seaboard Coast Line Railroad; <br /> ~hence in a sou~h-e~aterly direction along a curve to the right a distance of <br /> approximately 75' along the aforesaid railroad right-of-way to a point; thence <br /> in a westerly direction along the south side of "G" Street; a distance of 317.94' <br /> to a point at the southeast corner of "G" Street and Tyre Neck Road; thence in a <br /> northerly direction along Tyre Neck Road; a distance of 60' to the Point of Begin- <br /> ning. The above-described property being that portion of "G" Street between Tyre <br /> Neck Road and the Seaboard Coast Line Railroad as shown on the plat of the Churchland <br /> Land Company as recorded in the Clerk's Office of the Circuit Court of the City of <br /> Chesapeake, Virginia in Map Book 1~, Page 85." <br />* See vote at bottom o~ page. <br /> 79-65 "Consideration of a motion to transfer Sg9,652 from the Grants Contingency <br />Account to operate the Teacher's Aide for Art Classes Project and the Park Security at <br />Municipal Parks Project. <br /> <br /> The two projects listed above have alreffdy been approved by Council at an earlier <br />meeting. An additional sum is requested to allow these projects to run their maximum <br />eligibility. This motion will provide the funds necessary to operate these two separate <br />projects through their duration this year. Funded entirely through the Comprehensive <br />Employment and TrainSng Act, the projects will offer employment opportunities for low-income, <br />unemployed residents of the City as well as provide needed security at our parks and <br />encourage more participation in our Community Arts Center and Museums. The City Manager <br />recommends adoption." <br /> <br /> Motion of Mr. Oast and seconded by Mr. Holley, that authorization be granted to transfer <br />$39,652 from the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 79-66 "Consideration of a motion <br />Acco'unt to develop the Psychodiagnostic <br />Portsmouth's Public School System. <br /> <br />to transfer $98,900 from the Grants Contingency <br />Assessment of Learning Skills Program within <br /> <br /> This mo~ionS~ill:~ouide necessary fumds, for Portsmouth's School System and the <br />Portsmouth Police Department to establish a program to prevent juveniles, who exhibit both <br />behavioral and academic problems, from developing delinquent careers. The PALS Program <br />will provide prompt testing, evaluation, treatment and followup services for learning <br />disabilities of youth involved with the juvenile justice system. This pilo¢ program is <br />funded entirely through the Division of Justice & Crime Prevention. The City Manager <br />recommends adoption." <br /> <br /> Motion Of Mr. Gray and seconded by Mr. Oast, to transfer funds. <br /> <br /> Substitute motion of Mr. Oast and seconded by Mr. Holley, the matter to be referred to <br />the City Manager and a report to be furnisheJ Council, and was adopted by unanimous vote. <br /> <br /> 79-67 "Consideration of a resolution authorizing the City Manager to advertise and <br />receive bids on a residue parcel of righte~Fay on Elmhurst Lane. <br /> <br /> We have received inquiries from adjoining land owners, who are interested in purchasing <br />this 1/2 an acre which is no longer needed by the City since the construction of Elmhurst <br />Lane has been completed.
