February 27, 1979 <br /> <br />to'-'permit The police officers to work at the Newport News Shipyard. The requests were made <br />through the Chief of Police in accordance with the policy; and, after discussion with the <br />City Attorney, I concurred in their request for off-duty employment subject to the special <br />conditinns incorporated by the Chief of Plice. Based on investigation by the Chief of Police <br />and the Assistant Chief, it has been determined that the jobs being performed by the off-duty <br />police officers do not in anyway come in contact-w~th~the strikers or the strike line. Since <br />the City did not change its Personnel policy to permit the off-duty officers to work, I do no <br />recommend we change our policy to prohibit their off-duty employment. <br /> <br /> I have enclosed a copy of an article from the Ledger-Star written on F~bruary 16, 1979 <br />relative to off-duty police officers working inside the Yard. Portsmouth and Virginia Beach <br />have been given a very high profile by the news media; however, this artiale states that <br />fifteen (15) Southside Virginia Polic~ Departments agreed ~o allow off-duty officers to work. <br />My office has not been able to verify that fifteen (15) departments are participating but <br />substantial information has been received indicating ar least seven (7) jurisdictions are <br />participating." <br /> <br /> Warren Secrest, 3537 Norway Place, Norfolk, representing Center for United Labor <br />Action, spoke against the police officers working off-duty hours at the Newport News Shipyard. <br /> <br />Motion of Mr. Oast and seconded by Mr. Gray to be received as information. <br /> <br /> Substitute motion of Mr. Holley and seconded by Mr. Elliott, to convey our impression <br />thraugh our Chief Administrator's office, the Manager, to advise those persons presently <br />employed as police officers of the City of Portsmouth, who are in their off-duty activities <br />are participat, ing in the employment at the Newport News Shipyard, would at this rime in con- <br />sideration o~ fhe fact that the matter is in litigation, would voluntarily t~rminate ~heir <br />association. <br /> <br /> 2nd Substitute.. motion of Mr. Oast and seconded by Mr. Gray, to defer the matter until <br />other two Councilmen (Barnes, Early) are present, and was defeated by the following vote: <br /> <br />Ayes: Gray, Oast <br />Nays: Elliott, Holley, Davis <br /> <br />Vote being taken on the 1st Substitute motion, and was adopted by the following vote: <br /> <br />Ayes: Elliott, Holley, Davis <br />Nays: Gray, Oast <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 79-58 "Consideration of an ordinance on first reading to appropriate $100,000 <br />from the Capital Improvements Fund for renovations and major repairs to school buildings. <br /> <br /> This appropriation will provide an additional $100,000 for Fiscal 1979 for repairs <br />and renovations of school buildings which have been completed or are in the process of <br />being completed. The City Council authorized $200,000 in Fiscal 1978 for major repairs. <br />This appropfi~lon wilI bring the total authorized to $300,000. Some of the larger capital <br />projects included in this program were the replacement of 1/2 the roof of Cradock High <br />School, replacement of 3/4 of the roof of Clarke Vocational Training Center, replacement <br />of the roof at Riddick Weaver, retubing of boilers at several schools, etc. A copy of <br />those items outlining the estimated cost for those to be completed and the actual cost for <br />those completed is attached for your information. The City Manager recommends adoption on <br />first reading." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />RENOVATION AND MAJOR REPAIRS TO SCHOOL BUILDINGS." <br /> <br /> 79-59 "Consideration of an ordinance on first reading to appropriate $30,000 from <br />the Capital Improvements Fund for the City's share of the Recreation Incentive Fund. <br /> <br /> The Capital Improvements Program for 1977~8 has a balance of $30,000 remaining in <br />the Incentive Fund for matching recreation and civic ~ela~ed projects. This appropriation <br />will fund the 8th cycle for the Incentive Fund since the program began. A copy of the <br />projects approved by the Parks and Recreation Commission for this cycle is attached for <br />your information. The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Oast and seconded by Mr. Holley, the following~ordinance was approved <br />on first readiFg, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $30,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE CfTY'S' SHARE FOR THE PARKS AND RECREATION INCENTIVE FUND." <br /> <br /> 79-60 - "Consideration of an ordinance to amend the City Code pertaining to markings <br />of tow trucks and notification of vehicles towed. <br /> <br /> This ordinance will amend the City Code requiring all private towing operators to <br />mark (disFlay) name, address, and telephone number of the operator on each vehicle being <br />used for hire. Also thi~ amendment requires tow truck operators to notify the police <br />dispatcher prior to or simultaneous with the removal of any vehicle. This amendment is <br /> <br /> <br />
