April 10, 1979 <br /> <br />79-130 The following letter received from the School Board: <br /> <br /> 'The School Board of the City of Ro~tsmouth adopted the following resolution at <br />regular meeting on February 8, 1979: <br /> <br />WHEREAS, The City has projected street improvements for Turnpike Road; and <br /> <br /> WHEREAS, I. C. Norcom High School and S. <br />on Turnpike Road; and <br /> <br /> WHEREAS, There are no existing sidewalk <br />these schools; and <br /> <br />their <br /> <br />H. Clarke Vocational Training Center are located <br />facilities on sections of the land adjoining <br /> <br /> WHEREAS, The School Board is concerned regarding the safety of the students attending <br />these schools. <br /> <br /> BE IT THEREFORE <br />consideration to the <br />railroad crossigg tQ <br /> <br />RESOLVED THAT the School Board requests City Council to give serious <br />installation of defined walkways on both sides of Turnpike Road from <br />Frederick Boulevard. <br /> <br />the <br /> <br />Your attention to this concern is greatly appreciated." <br /> <br /> Mqtion of Mr. Barnes and seconded by Mr. Early, that the matter to be referred to the <br />City Manager, and was adopted by unanimous vote. <br /> <br />79-131 The following letter received from the School Board: <br /> <br /> "At the March 8, 1979 meeting of the School Board of the City of Portsmouth, action was <br />taken to close the Academy Park Elementary School, effective Ju~e 30, 1979. <br /> <br />Attached is a copy of the motion passed by the Board." (See attachments) <br /> <br />Motion of Mr. Early and seconded by Mr. Barnes, to be received as information. <br /> <br /> Substitute motion of Mr. Barnes and seconded by Mr. Elli~tt, the matter <br />to the City Manager and a report to be furnished to Council, and was adopted <br />vote, <br /> <br />to be referred <br />by unanimous <br /> <br /> 79-132 - The following letter received from Virginia Department of Highways & Transporta- <br />tion: Addressed to C. H. Baker to be appointed for an unexpired term, ending October 1, 1981, replacing <br />Phyllis Angus, who had resigned. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Elliott, there being no further nominations, <br />nominations were closed, and Ms. Baker was elected, and by unanimous vote. <br /> <br /> 79-134 - Motion of Mr. Oast and seconded by Mr. Barnes, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "A RESOLUTION EXPRESSING DISAPPOINTMENT FOR DELAY IN ADVERTISING THE PROPOSED <br /> WESTERN FREEWAY FOR CONSTRUCTION; REQUESTING THE ORIGINAL DATE OF ADVERTISING <br /> FOR CONSTRUCTION BE RESTORED. <br /> <br /> WHEREAS, the Commonwealth of Virginia's Department of Highways And Transportation (VDHT) <br />postponed advertisement for construction of the Western Freeway; and <br /> <br /> WHEREAS, the Western Freeway Bridge has been opened; and <br /> <br /> WHEREAS, the West Norfolk Road is not presently able to safely handle increased resident] <br />and industrial motor ~ehicle traffic; and <br /> <br /> WHEREAS, the Western Freeway is necessary for the industrial and residential development <br />of the Churchland section of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the delay in advertising the construction of the proposed Western Freeway is a great disappoin <br />ment to the economic and social development of this City. <br /> <br />as <br /> <br /> <br />
