"At its regular monthly meeting on April 10, 1979, the City Planning Commission conducted
a~ ~dvert~sad publ$c hearing on 'PORTSMOUTH'S TRANSIT MANAGEMENT PROGRAM FOR 1979-80' as an
e±ement o± the regional program administered by the Tidewater Transportation District Commission.

As explained to the Planning Commission, service levels anticipated are essentially
the same as those provided currently with two exceptions:

(1) An experimental 90 day trial of night service until 9 p.m. on the Cavalier
Manor route #45, and

(2) An experimental 90 day trial route across the new Western Freeway Bridge to
the U. S. Coast Guard Base at Craney Island and'ChBrchland subdivisions such
as Merrifi~lds.

Among-the other bus routes, there would be some name changes and a few minor alignment
alterations.

During the public hearing the question of service on Sundays was raised. The Commission
resolved to request an inquiry into whether it might be feasible to provide some transit
service on Cavalier Manor route #45. This action was taken after discussion of earlier re-
search which revealed that costs are simply too high and potential patronage too low to
warrant the essential subsidies involved. However, The Commission recognizes that 'mobility'
for many of our citizens is a vital seven-day-a-week question and must remain among our
planning concerns.

The City Planning Commission resolved unanimously to endorse the City Manager's proposals
relative to Portsmouth's Transit Management Program for 1979-80."

Motion of Mr. Barnes and seconded by Mr. Early, to concur in the recommendation of the
Planning Commission, the proposals relative to Portsmouth's Transit Management Program for
1979~80 was adopted, and by unanimous vote.

On motion the meeting adjourned.

Vice Mayor

City Clerk
