In so far as possible, major emphasis has been
placed on maintenance and upgrading of existing facilities. Major new projects, with few
exceptions, have been selected because they will increase Portsmouth's tax base, reduce costs,
or will be supported by their own sources of revenue.

The proposed Capital Improvement Program contains no Education projects. The School
Board submitted no requests because they are re-evaluating their long range plans in light
of the recent Ten Year School Plant Inventory Study.

The total recommended budget for 1979-80 is $10,$30,693, broken down by major category
as follows:

Community Services
Parks and Recreation
Public Safety
Urban Transportation
Drainage, Curbs, Gutters &
Street Improvements
Support of Federal Programs
Public Utilities
Crawford Harbor
Miscellaneous

$ 575,100
435,000
174,416
757,500

1,030 000
645 000
~,565 OOb
2,525 000
823 677
$10,550 693

as

Local funding
follows:

sources

for 1979-80

as compared with the current 1978-79 fiscal

1978-79 1979-80

year are

General Obligation Bonds $ 4,671,789 $ 3,962,016
Revenue Sharing Funds 1,517,359 1,528,677
Economic Development Funds 1,047,600
Community Development Funds 289,400
Public Utility Bonds 3,955,929 3,565,000
Portsmouth Parking Auth/
Revenue Bonds 1,475,000
Other 690,000

$12,172,077

$10,550,695

Based on the above factors, I submit this recommended Capital Improvement Budget as a
realistic work program within the City's financial capability for public hearing."

UNFINISHED BUSINESS

79-60 The following ordinance, deferred from the regular meeting of February 27, 1979,
was taken up and read:

"AN ORDINANCE AMENDING THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, PERTAINING
TO TOW TRUCKS, BY PROVIDING FOR IDENTIFICATION MARKINGS; DUTY TO NOTIFY POLICE;
TOW TRUCKS CALLED TO ASSIST AT ACCIDENT SCENE; AND TO~ TRUCK BOOK TO BE MAINTAINED
BY CITY MANAGER."
