<br />At a regular meeting of the City Council, held on April 24, 1979, there were present:
<br />
<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., J. Robert Gray,
<br />James W. Holley, Edward L. Oast, Jr., Robert T. Williams, City Manager~
<br />Gordon B. Tayloe, Jr., City Attorney.

<br />Absent: Archie Elliott, Jr.
<br />
<br /> Councilman Gray opened the meeting with prayer, followed by the Pledge of Allegiance
<br />to the Flag.
<br />
<br />Mayor Davis welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Gray, minutes of the regular meeting to April
<br />10, 1979, to be approved as received, and was adopted by unanimous vote.
<br />
<br /> 79-139 - Certificate of Appreciation was presented to Mayor Davis for the City of
<br />Portsmouth, in recognition of outstanding assistance to the Virginia Wing, Civil Air Patrol
<br />and Portsmouth Composite Squadron, by Major Joseph A. Sansone, of Portsmouth Composite
<br />Squadron.
<br />
<br /> 79-138 - Public Hearing on General Revenue Sharing and 1979-84 Capital Improvements
<br />Program was held:
<br />
<br /> Mrs. J. Richard Gill, 370 Middle Street, representing the Portsmouth Service League,
<br />and Acting President of the Tidewater Children's Museum, spoke concerning $15,000 to help
<br />establish the Children's Museum from the General Revenue Sharing funds.
<br />
<br /> The following letter submitted with the Capital ImprovementsProgram for 1979-84, from
<br />the City Manager:
<br />
<br /> "Submitted here~h is the City Manager's recommended 1979-84 Capital Improvements Program
<br />including the Capital Improvement Budget for fiscal year 1979-80.
<br />
<br /> As you know, Portsmouth's Capital Budgets in recent years have been very lean, due to the
<br />municipality's fiscal constraints and to the effects of soaring inflation on construction cost~
<br />This austere policy has continued this year. In so far as possible, major emphasis has been
<br />placed on maintenance and upgrading of existing facilities. Major new projects, with few
<br />exceptions, have been selected because they will increase Portsmouth's tax base, reduce costs,
<br />or will be supported by their own sources of revenue.
<br />
<br /> The proposed Capital Improvement Program contains no Education projects. The School
<br />Board submitted no requests because they are re-evaluating their long range plans in light
<br />of the recent Ten Year School Plant Inventory Study.
<br />
<br /> The total recommended budget for 1979-80 is $10,$30,693, broken down by major category
<br />as follows:

<br /> 79-60 The following ordinance, deferred from the regular meeting of February 27, 1979,
<br />was taken up and read:

<br />"AN ORDINANCE AMENDING THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, PERTAINING
<br />TO TOW TRUCKS, BY PROVIDING FOR IDENTIFICATION MARKINGS; DUTY TO NOTIFY POLICE;
<br />TOW TRUCKS CALLED TO ASSIST AT ACCIDENT SCENE; AND TO~ TRUCK BOOK TO BE MAINTAINED
<br />BY CITY MANAGER."
