May 8, 1979

of the bridges has been the problem.

We are very concerned, as you and others in the city are, with getting the mainline
completed.

I thought it would be worthy to mention that while the pedestrian overpass has been
partially completed, the Federal guidelines for ramps and grades have been upgraded and
changed which necessitates the total redesigneof the pedestrian overpass. So as not to
delay w~rk any further by our contractor, we have recommended that remaining work to be
done on the overpass (B614) he deleted from'the present contract and readvertised later as
a separate contract due to the fact that the revised plans will not be available until
approximately August of this year. As you are aware, the redesign and initial reconstruction
of the overpass was necessary because it has been hit several times by overheight vehicles.

I assure you that we are very much abreast of the progress on this project; however,
we cannot force the contractor to place additional men and equipment on the job - we can
only review very closely the imposition of liquidated damages.when he does complete the
project.

I trust this is
of the problem with
expedite work on the

the information you need. You may be assured that we are very much
the project and are constantly working with our prime contractor to
bridges. Signed by J. S.
