June 4, 1979 <br /> <br />'~- ~ (f) AN ORDINANCE TO AMEND THE CITY CODE, SECTION 40-56(2)(a), PERTAINING TO RESIDENTIAL <br /> <br />PARKING DISTRICTS. <br /> <br />(a) <br /> <br />To the owner or the operator of a motor vehicle who resides, owns real <br />property or has a leasehold interes~ in real property within the area <br />where parking is so restricted and to be limited to one (1) permit for <br />each vehicle owned or used by the person and described in the application <br />or amendment to its submitted by that person. <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the ordinance to be approved on <br />reading, and was adopted by unanimous vote. <br /> <br />(g) AN ORDINANCE TO AMEND THE CITY CODE, SECTION 40-48[4) RELATING TO DIMENSIONAL <br /> <br />first <br /> <br />REQUIREMENTS FOR DRIVEWAYS AND PARKING LOTS. <br /> <br />"The City Engineer may grant a variance of any one of the above dimensional <br />requirements to alleviate a single demonstrable hardship. If more than one <br />varlane is sought, the Planning Commission may approve such variance." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the ordinance to be approved on <br />first reading, and was adopted by unanimous vote. <br /> Mayor Davis relinquished the Chair to Vice Mayor Holley for the following Item: <br /> (h) DOWNTOWN D-1 ZONING DISTRICT PROPOSAL: Pursuant to ideas and concepts contained in <br /> CP-78-2, Downtown Revitalization Plan. <br /> <br />Consideration of an initial draft of <br />presented by the Downtown Task Force, <br />March 13, 1979. <br /> <br />the text of a Downtown D-1 zoning district, <br />and a~vailable to the general public since <br /> <br />The following citmzens spoke: <br /> <br /> Arthur Segal, President, Downtown Merchants Association, spoke in support of the <br />Zoning District Proposal. <br /> <br /> Ben Adderholdt, Jr., 436 Court Street, Vice President of Tidewater Chapter of American <br />Institute of Architect, spoke in favor. <br /> <br />Minnie C._Marks, 508 South Street, spoke in support of D-1 Zoning. <br /> <br />Claude Sciatdone, Attorney, 320 London Boulevard, spoke in favor. <br /> <br />Motion of Mr. Barnes and seconded by Mr. Elliott, to be approved on first reading. <br /> <br /> Substitute motion of~Mr. Barnes~-and seconded by Mr. Elliott, to postpone D-1 Zoning as <br />outlined, and the City Attorney to draft additional requirements in form of a proposed ordinan, <br />and to be presented at the next Council meeting (June 26, 1979), and~was adopted by unanimous <br />vote. Strople, Attorney, representing Germar Realty, spoke for approval of the <br />Petition. <br /> <br /> Motion of Mr. Oast-and seconded by Mr. Gray, the petition to be denied, as recommended <br />by the Planning Commission. <br /> <br /> Substitute motion of Mr. Holley and seconded by Mr. Early, the petition to be postponed <br />until June 26, 1979 until a representative from the PRHA can be present and get a better <br />understanding what is proposed for Portsmouth Boulevard across from the entire length of the <br />Shipyard of which now has diagonal parking, and was adopted by unanimous vote. <br /> <br />79-135(f) Zoning Petition Z 79-8 <br /> <br />MOUNT HERMO.
