Stockton Fleming, Chairman 1/1/83" Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis 'Nays: None '79-222' - On' ~otion of Mr. Gray and seconded by Mr. Barnes, the following resolution adopted, and By ~he following vote: "A RESOLUTION SUPPORTING THE APPLICATION OF THE VIRGINIA MUNICIPAL LEAGUE, THE VIRGINIA COMMONWEALTH UNIVERSITY CENTER FOR PUBLIC AFFAIRS, AND THE VIRG'INIA MUNICIPAL FINANCE OFFICERS ASSOCIATION TO THE UNITED STATES DEPAR%- .... -'MENT OF HOUSING AND URBAN DEVELOPMENT FOR A GRANT TO DEVELOP AND DEMONSTRATE THE FINANCIAL MANAGEMENT INTRASTATE TECHNICAL ASSISTANCE NETWORKS. WHEREAS, 't~e' increasing need for better financial management by local governments the Nation has become well known; and was through WHEREAS, the financial informational needs of elected and appointed local officials have become increasingly greater; and WHEREAS, the technical training and expertise of local government finance officers have become increasingly important; and WHEREAS, a proposed joint program to increase local government demand for better financis management information and practices has been developed jointly by the Virginia Municipal Lea- gue,. the Virginia Commonwealth University Center for Public Affairs, and the Virginia Municips Finance Officers Association; and WHEREAS, the United States Department of Housing and Urban Development has requested graf applications to develop and demonstrate the Financial Management Intrastate Technical Assist- ance Networks; and WHEREAS, the City Council is of the opinion that the training and individual technical assistance to.be grovided by the aforesaid proposed joint program will serve valuably to im= prove the fi~a~dia% management capability of local governments throughout the Commonwealth of Virginia. NOW, THEREFORE, BE IT RESOLVED by the Ccuncil of ~he City of Portsmouth, Virginia, that the Council~ e~dorses the aforesaid proposed joint program and urges the United States Depart- ment of Housing and Urban Development to provide funding for the said grant application." Saunders Early, Jr., Home Center, was presented: President of Robbie'~ "this corportion has leased from~the present owners the abandoned Seaboard Coast Lines spur line right of way which extends from the main line at Halifax Street to the property occupied by RobBie's Home Centers. The terms of the lease require the property be trans- ferred with the rail and ties in place. The rail and ties are not required for my business or the proposed use of the additional property. I am advised that the City can make use of the rail and ties in constructing a siding at the Frederick Boulevard compound for delivery of sand, stone and other street maintenance materials to City property. The estimated value of the rail and ties is $1,080.00 I hereby offer fo donate to the City the rail and ties located on the property extending from the west side of Halif~Avenue on to the existing property of Robbie's Home Centers. The City will be responsible for removal of the rail and ties as well as for replacement Jnd leveling of existing fill dirt, ballast stone ineorder to return the property to its current condition. The City of Portsmouth, its officers and agents are hereby granted permission to enter onto the subject property for the purpose of removing~the rail and ties as herein des- cribed~ The.right or,entry shall expire when the work of removal has been completed.
