<br /> Rev. Melvin S. Hester, Pastor, Simonsdale Presbyterian Church, offered prayer, followed
<br />by the Pledge Allegiance to the Flag.
<br />
<br />Mayor Davis welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Oast, minutes of the public Hearing of June 4,
<br />1979; minutes of the regutgr meeting of June 5, 1979, to be approved as received, and was
<br />adopted by unanimous vo~e.
<br />
<br /> 79-230 - Mayor Davis presented to Miss Leslie Melinda Goodwin, "Miss Portsmouth Seawall
<br />1979", with "Key to the City".
<br />
<br /> 79-231 - Mayor Davis presented Certificates of Appreciation to B. C. Moring, former
<br />member of the Board of Electrical Examiners~ John R. Porter, III, former member of the
<br />Social Services Advisory Commission, and Jason H. Hardin, former member of the Mayor's
<br />Senior Citizens Commission.

<br /> 79-200 - ON mOtion:Of Mr. Early and seconded by Mr. Gray, the
<br />approved on first reading at the Public Hearing meeting of June 4,
<br />by the following vote:

<br />"~ RESOLUTION GRANTING A USE PERMIT TO ITT GWALTNEY, INC., TO OPERATE A
<br />FOOD PROCESSING (RESEARCH AND DEVELOPMENT) AND WAREHOUSING PLANT ON
<br />ELMHURST LANE.
<br />
<br /> WHEREAS, ITT Gwaltney, Inc., pursuant to Section 40-68.1(e)of the Code of the City
<br />of Pe~.tsmouth, Virginia, 1973, has petitioned for the granting of a use permit as hereinafter
<br />described; and
<br />
<br /> WHERE~S~.~he applicant and the Planning Director have done all things required to be done
<br />in connection with said application; and
<br />
<br />WHEREAS, the Planning Commission has recommended the granting ef said use permit.
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of portsmouth, Virginia:
<br />(1) That the use for which the permit hereinafter is sought:
<br />
<br /> (a) Will not adversely affect the health and safety of persons residing or working in
<br />the neighborhood of the proposed use;
<br />
<br /> (b) Will not be detrimental to the public use or injurious to property or improve-
<br />ments in the neighborhood; and
<br />
<br /> (c) Will be in accord with the purposes of the Zoning Chapter of the City Code.
<br />
<br /> (2) ITT Gwaltney, Inc. is hereby granted a use permit pursuant to Section 40-68.1(e)
<br />of the Code of the City of Portsmouth, Virginia, to operate a food processing (research and
<br />development) and warehousing plant on the property described as follows:
<br />
<br /> ~'.. ~ Beginning at a point at the northeast intersection of Garwood Avenue and
<br /> Elmhurst Lane and thence in a northeasterly direction 670.27 feet to a point;
<br /> thence in a northwesterly direction 182.20 feet; thence in a southwesterly
<br /> · directiOn along Phillipine Street 53.9 feet; thence, northwesterly 153.95
<br /> feet; thence northeasterly 57.03 feet; thence northwesterly 270.39 feet;
<br /> ~ ~:~ thence southwesterly 91.34 feet; thence northwesterly 179.68 feet to the
<br /> east right of way line of Airline Boulevard; thence southwesterly along
<br /> said right of way of Airline Boulevard 437 feet, more or less; thence
<br /> southerly 140 feet; thence westerly 2S5 feet to the north right of way line
<br /> of Elmhurst Lane; thence southeasterly along said right of way of Elmhurst
<br /> 838.17 feet, more or less, to the Point of Beginning.
<br />
<br /> (3) The following conditions are prescribed for this use permit:
<br /> (a) No animals or fowl are to be slaughtered as a part of the food processing;
<br />
<br /> (b) A laboratory for research and testing shall be used only for matters related
<br />to food processing;
<br />
<br /> (c) Only such offices as are reasonably necessary for plant administration shall
<br />be located on the premises;
<br />
<br /> (d) Cold storage and dry storage as may be reasonably necessary to the food
<br />processing function may be created within and adjacent to the existing structure;
<br />
<br />(e) Two (2) signs is authorized in an M=i-R Zoning District may be erected;
